Deputy PM Nguyen Hoa Binh meets voters in Bac Ninh on local government reform

Permanent Deputy Prime Minister Nguyen Hoa Binh, Politburo member and Secretary of the Party Central Committee, met with voters in Bac Ninh Province on July 5 during a thematic session on the restructuring of administrative units and the two-tier local government model.

During the session, Bac Ninh’s delegation of 16 National Assembly deputies for the 15th National Assembly term was introduced, with Pham Van Thinh, member of the Provincial Party Standing Committee, appointed as head of the delegation.

Voters praised recent administrative reforms approved at the 9th session of the 15th National Assembly, which aim to streamline government operations, enhance efficiency, and boost sustainable socio-economic development.

After five days of implementation, the two-tier model is already showing positive signs. Civil servants quickly adapted, ensuring uninterrupted public services.

However, challenges remain. Voters raised concerns over inadequate office space, limited equipment, and large distances between relocated administrative offices. Technical issues at some public service centres and a shortage of qualified IT staff were also reported.

Deputy PM Nguyen Hoa Binh emphasised the necessity of the two-tier model, aiming to eliminate redundant administrative levels and create a more responsive and efficient government. He commended Bac Ninh’s early investment in public service centres and social welfare coverage.

Acknowledging the initial difficulties, he pledged continued support from both central and local authorities to resolve emerging issues. He urged civil servants to improve their expertise and build public trust through effective and people-centered governance.

Deputy PM Binh noted Bac Ninh’s strong economic potential post-merger, including double-digit growth and top-tier foreign investment attraction. He expressed confidence that Bac Ninh would achieve its goal of becoming a centrally-run city before 2030.
