Many breakthroughs in DDCI rankings
In order to evaluate the DDCI in 2023, the provincial Business Association has carried out survey in 4,000 enterprises, cooperatives and business households and received 1,821 valid answer sheets, reaching 45.5 percent.

DDCI has demonstrated its role in promoting awareness and action to create competitiveness and emulation among the departments and agencies and among the districts and city. The DDCI scores of the departments and agencies have positively changed with 3.69 points higher average score than 2022.
The score gap among the localities has been narrowed while the score of the lowest ranking locality increased by 13.4 points compared to 2022. Specially, the People’s Committee of Viet Yen district secured its top ranking in the district bloc with 89.56 points followed by Bac Giang city with 72.64 points and Luc Nam district with 66.3 points.
In the department bloc, the Department of Planning and Investment continues taking the first position with 89.29 points followed by the Department of Agriculture and Rural Development with 82.17 points and the provincial Public Security Department with 77.87 points (this department ranked 6th in 2022).
A part from the units securing their top position, this year some districts and departments have made breakthroughs with dramatic improvement of the sub-indices.
The DDCI in 2023 is evaluated based on 9 sub-indices including transparency and access to information, access to land and business premise, unofficial expenses, time costs, fair competition, business support, legal institutions and security-order, dynamism and creativity and efficiency of the district-level government and leadership role.

Concluding the conference, Chairman of the provincial People’s Committee highly evaluated the provincial Business Association and the Department of Planning and Investment in scoring DDCI and organizing the online contest on initiatives in improvement of the investment and business climate.
“This result helps the departments, agencies and localities to look back their performance objectively and exactly. The strong points need to be promoted while the shortcomings must be handled. It is the DDCI’s effect. DDCI also helps the provincial leaders and all-level authorities to see the overall picture in management, see the improvements and shortcomings which are the basis for ranking and evaluating the cadres”, said Chairman Le Anh Duong.
He added, in order to improve the indices, the departments, agencies and localities need to set the year-on year target with better results and strive to overstep themselves.
