Minister of Transport instructs to mobilize sources toward synchronous infrastructure development

(BGO) – The Ministry of Transport’s (MoT) delegation led by Nguyen Van The, member of the Central Party Committee and Minister of Transport on July 18 paid a visit to Bac Giang province.

The delegates were received by Bui Van Hai, member of the Central Party Committee, Secretary of the provincial Party Committee and Chairman of the provincial People’s Council; Nguyen Van Linh, Chairman of the provincial People’s Committee; Lai Thanh Son, Deputy Permanent Chairman of the provincial People’s Committee; Tu Minh Hai, Deputy Chairman of the provincial People’s Council and leaders from the departments and sectors.

The local report indicated that Bac Giang province is home to a diverse traffic system with 21 kilometers of expressway under completion stage; 5 national roads stretching over 308 kilometers in total; 18 provincial roads reaching over 364 kilometers in length and some 10,000 kilometers of rural roads (excluding inner-field ones).

Besides, there includes 3 river routes of Cau river, Thuong river and Luc Nam river with a total length of 354 kilometers and 3 railway routes of Ha Noi – Dong Dang (Lang Son province), Kep (Lang Giang district) – Ha Long (Quang Ninh province) and Kep (Lang Giang district) – Luu Xa (Thai Nguyen province), particularly, the latter is not recovered for operation.

Addressing the event, Secretary Bui Van Hai affirmed the crucial role of transport infrastructure in socio-economic development and informed that the local industrial clusters and parks have been expanded to three major roads of national road No.1, Hanoi belt road No.4 and provincial road No.293.

Due to the high increase of the number of traffic vehicles causing big pressure on transport infrastructure, Secretary Hai proposed the MoT to arrange the capital to support the local budget to conduct several projects of revamping and expanding the national roads No.31, 37 and 17; building the overpasses at Quang Chau, Dinh Tram and Van Trung Industrial Parks; further investing to expand the frontage road along with Ha Noi – Bac Giang expressway; expanding the bridges of Xuong Giang and Nhu Nguyet so as to meet the highway standard.

Additionally, the province encountered many difficulties in developing the railway due to the shortage of commodity station and qualified warehouse system.

Some representatives raised their question on the unexecuted build – operation – transfer (BOT) road upgrading project once approved by the MoT due to the changed policy.

To ensure the safety for the human and vehicles on traffic flow, MoT will mobilize the maintenance budget to support Bac Giang province in revamping, upgrading and repairing the national road surface; removing the commodity station and reinforcing the railway infrastructure. Also, the MoT acknowledged the necessity of overpass construction in IPs as well as the expansion of Xuong Giang and Nhu Nguyet bridges.

Concluding the event, Minister Nguyen Van The highly evaluated the local management and development of the transport infrastructure. To complete Ha Noi – Bac Giang expressway, he urged Hanoi – Bac Giang BOT Joint Stock Company sufficiently arrange the capital to boost up the construction schedule and complete the revamping and upgrading of the frontage roads passing Quang Chau IP by September while focusing on land clearance and synchronous construction of frontage road crossing Bac Ninh province and Hanoi for vehicle routing.

Supporting the policy to build the overpasses of expressway passing Quang Chau, Dinh Tram and Van Trung IPs in Bac Giang province, Minister The assigned the subordinated agencies to research and design the effective construction solutions as well as mobilize various sources and combine the capitals to upgrade and revamp the national routes passing the province.

The priority should be taken to reinforce the national road No.31 from Luc Nam district to Luc Ngan district; national road No.37 from Dinh Tram IP to Hiep Hoa district, helping circulate and transport the goods. Meanwhile, the Vietnam Railway Authority will further research the plan to develop the commodity and passenger stations so as to meet the synchronous development demand for various means of transport.
