Attending the event were National Assembly Chairwoman Nguyen Thi Kim Ngan, Minister of Public Security Sen. Lieut. Gen To Lam, Deputy Ministers of Public Security Nguyen Van Thanh and Bui Van Nam and former leaders of the ministry.

On the part of Bac Giang there were Secretary of the provincial Party Committee and Chairman of the provincial People’s Council Bui Van Hai, Standing Vice Secretary of the provincial Party Committee Than Van Khoa, Chairman of the provincial People’s Committee Nguyen Van Linh, leaders of departments, agencies, Nha Nam commune and Tan Yen district.

Officials from Bac Ninh, Quang Ninh, Hai Duong, Lang Son, Hanoi and thousands of delegates from many public security units were also present.

In his speech, Minister Lam recalled the history of Uncle Ho’s six teachings to public security forces. He said the second national public security conference, held in Tuyen Quang from January 25-29, 1948, launched an emulation campaign in the force. Later, Hoang Mai, Director of Public Security for Zone 12 covering Bac Giang, Bac Ninh, Lang Son and Quang Ninh, wrote a letter to Uncle Ho highlighting confidence, pride and joy of the armed forces and people following the victory of the Viet Bac operation in autumn-winter 1947 and asking for his directions for tasks and moral training for public security officers, things to do and the principles and purpose of the public security press.

On March 11, 1948, Uncle Ho sent a letter to Hoang Mai underscoring the virtues of the public security officers, including hard-working, frugal and truthful; be kind and helpful to colleagues; be absolutely loyal to the government; be respectful and polite to the people; be devoted to work; and be firm and smart against the enemy. His teachings came at a time when the country faced great challenges, serving as a lodestar for the force.

Over the past 70 years, the public security force has stayed united and overcome numerous challenges to foster the glorious tradition “Loyal to the Party – Devoted to the people – Sacrificing for the country – Serving the people”, firmly safeguarding national security, ensuring social safety and order to make great victories in the cause of national liberation, construction and defence.

Secretary of the provincial Party Committee Bui Van Hai expressed his pride in the fact that Bac Giang was chosen as headquarters of the Public Security of Zone 12 led by Hoang Mai who received the letter from President Ho Chi Minh. He said the provincial Party Committee, authorities and public security forces vow to continue studying and creatively implement the Party’s guidelines and President Ho Chi Minh’s teachings, building a strong Party organization and administration to bring a safe and happy life to the people.

The provincial public security force will take the vanguard in following Uncle Ho’s teachings and serving as a loyal force of the Party. At the same time, the local authorities together with the public security force will conserve the memorial house to hold educational activities for officials, Party members and public security officers.

At the event, NA Chairwoman Ngan said Uncle Ho’s six teachings to public security forces are an invaluable spiritual asset, a lodestar for their activities, moral standards that every official and public security officer must strive to achieve in any position. She asked the public security force to continue popularising of Uncle Ho’s six teachings among members, and preserve the publication “Virtues of a revolutionary public security officer” in the best way.

In order to step up the campaign on following Uncle Ho’s teachings, the Ministry of Public Security proposed the construction of a memorial site dedicated to the teachings on nearly 3ha of land at a cost of over 100 billion VND (4,400 USD) and received approval of the Secretariat of the Party Central Committee. 

It is a place where generations of public security officers and soldiers, especially young generations and people from all walks of life, will be trained on traditions and political ideologies. The work will also contribute to upholding historical and cultural values of Tu Giap pagoda – historical and artistic relic site at the national level. After over six months of construction, the site was inaugurated on the day of the anniversary.
