Vietnam’s construction ministry discusses Hanoi–Bac Giang expressway expansion with Bac Ninh
BAC NINH - Vietnam’s Ministry of Construction on Januay 9 held talks with authorities of Bac Ninh province on plans to expand the Hanoi–Bac Giang expressway, amid rising traffic volumes and growing pressure on the key transport artery linking the capital with northern industrial hubs
The working delegation was led by Deputy Minister of Construction Le Anh Tuan.

Bac Ninh officials attending the meeting included Nguyen Hong Thai, a member of the Communist Party of Vietnam’s Central Committee and Secretary of the provincial Party Committee; Pham Hoang Son, Chairman of the Bac Ninh People’s Committee; and Phan The Tuan, Vice Chairman of the provincial People’s Committee, along with representatives from relevant departments and agencies
The Hanoi–Bac Giang expressway currently stretches more than 45 km, featuring 16 interchanges and five bridges. Designed as a four-lane highway, the route has increasingly struggled to cope with traffic demand, with vehicle volumes regularly exceeding capacity and causing frequent congestion.

During the meeting, participants discussed proposed investment options, project scope, cross-section design, frontage roads, parallel roads and toll collection mechanisms.
One key proposal involved expanding the section from National Highway 31 in Bac Giang province to Phu Dong Bridge in Hanoi into a six-lane expressway, while completing the system of interchanges, overpasses and underpasses along the route. The total length of the proposed expansion would remain at more than 45 km

Speaking at the meeting, the provincial Party Chief Nguyen Hong Thai said Bac Ninh province was ready to accompany and share responsibilities with investors but stressed that project implementation should aim to strengthen the province’s competitiveness.
He said a comprehensive assessment of key economic indicators, including investment attraction, budget revenue growth and export promotion, was needed to ensure the project’s overall effectiveness
The provincial leader also urged the Ministry of Construction to conduct a broader review of the national transport network, particularly the completion of Ring Roads IV and V as well as expressway systems.
Based on that assessment, he assigned the provincial People’s Committee to continue close coordination with the ministry to identify suitable solutions that would help promote sustainable socio-economic development in Bac Ninh
Pham Hoang Son called on the ministry to support the option of implementing a six-lane expressway in the initial phase, describing it as appropriate for current conditions.
In the longer term, he said planning could target an eight-lane configuration, which could be calculated and implemented in subsequent phases.

Bac Ninh would also consider developing parallel roads alongside the expressway to better distribute traffic flows
Deputy Minister Le Anh Tuan said the ministry would review and study Bac Ninh’s proposal for a six-lane expansion in the first phase. During implementation, he added, the Ministry of Construction would provide support to the province on technical standards and regulations, as well as advice on cooperation contracts between local authorities and investors.
