Accompanying the people, shaping policies for Bac Ninh’s development in new phase: People’s Council Chairman
Building on the achievements of previous terms, the People’s Council of Bac Ninh province enters its new tenure (2026–2031) with a strong aspiration for breakthrough development, determined to soon make the province a centrally governed city.
Immediately after being elected as Chairman of the provincial People’s Council, Nguyen Viet Oanh gave an interview to Bac Ninh Newspaper and Radio-Television on strategic decisions and a spirit of innovation aimed at unlocking resources and affirming the role of the local state power agency.

First of all, congratulating you on being elected Chairman of the 20th-term provincial People’s Council. The 2026–2031 term is considered a breakthrough period for Bac Ninh to realise its strategic goals. What key solutions will the provincial People’s Council focus on to innovate its operations, ensure decisions are practical, and create strong momentum for development?
Based on closely following the guidelines, orientations, and regulations of the Party Central Committee, especially the Resolution of the 14th National Party Congress, strategic resolutions of the Politburo, resolutions of the National Assembly, and the resolution of the provincial Party Congress, the 20th provincial People’s Council will continue to uphold a strong sense of responsibility, and dare to think, act, and take responsibility for the common good.
The spirit of the 14th National Party Congress and the first Bac Ninh provincial Party Congress emphasises that all viewpoints, policies, and laws are aimed at serving the people and improving their lives. Actions must be decisive, systematic, responsible, and, above all, more effective.
The provincial People’s Council will regularly listen to and fully absorb voters’ opinions, closely coordinate with the Fatherland Front and socio-political organisations to unite the people, especially in addressing policy shortcomings, local difficulties, and issues directly affecting legitimate rights and interests.
This is considered a key requirement to ensure unity in leadership and governance. On that basis, the council will proactively propose and recommend timely adjustments or solutions to the Party Central Committee, ensuring that issued resolutions remain practical.
In the process of building development institutions, the provincial People’s Council will continue to coordinate closely with the provincial People’s Committee and relevant agencies to proactively review, carefully prepare, and ensure compliance with procedures and authority, thereby improving the quality of resolutions and achieving broad consensus. This is a crucial factor to ensure that policies are feasible and suitable for the province’s conditions in the new development phase.
Bac Ninh is striving to become a centrally governed city. To achieve this goal, how will the provincial People’s Council promote its roles of “accompanying” and “supervision” in institutional development and digital transformation?
The 14th National Party Congress opens a new development phase for the country, with higher requirements for growth quality, autonomy, and sustainability. Within this context, Bac Ninh clearly identifies its goal of becoming a centrally governed city before 2030 as a comprehensive upgrade in development model, governance capacity, and quality of life.
To touch this important goal, the provincial People’s Council’s activities will not only stop at issuing resolutions but also extend to strategic vision in selecting and deciding on major policies and leading projects.
Resolutions on planning, urban spatial development, and strategic infrastructure must be aligned with the characteristics and strengths of each locality and area within the province, integrated with regional and northern Vietnam planning schemes, and guided by long-term, sustainable development thinking.
In addition to ensuring that resolutions are practical, feasible, and capable of generating strong development momentum, the provincial People’s Council will enhance and innovate its supervision methods, focusing on overseeing the implementation of resolutions it has issued.
Strengthening follow-up supervision, questioning, explanations, and monitoring the implementation of post-supervision conclusions will require state management agencies to be more proactive, responsible, and decisive in carrying out their tasks.
At the same time, focus should be on developing digital transformation projects for council activities at both provincial and commune levels, building databases on public investment resolutions, thematic supervision, voter recommendations, petitions, and tracking the implementation of conclusions from Q&A and supervision sessions.
This is one of the key tasks, demonstrating the council’s determination to modernise the operations of elected bodies and become a model for digital transformation within the local government system. This will contribute to making council activities increasingly professional, transparent, efficient, and truly serving the people, worthy of the trust of the Party, State, and citizens.
