Bac Giang city develops digital society, digital citizens
Implementing Resolution No. 111 issued on June 11, 2021 by the provincial Party Committee on digital transformation in the 2021- 2025 period, with orientation to 2030, the Standing Board of the city Party Committee has directed the municipal People's Committee to implement the task effectively.

Along with building a contingent of cadres and civil servants at all levels good at professional knowledge and digital skills, the municipal People's Committee has also paid attention to raising the public's awareness and knowledge about digital transformation.
The city's relevant units have cooperated with the Youth Union to establish 16 volunteer youth teams who guide and support people in performing administrative procedures online at the ward and commune one-stop shops. Wards, communes, villages and residential areas have set up community digital technology groups with nearly 1,100 members.
According to the city’s interior department, wards and communes have developed the models of “people with online public services” such as "Three-No Thursday" and "Fast Friday". These models are operating actively and effectively in Le Loi, Tho Xuong, Tran Phu, Dinh Ke and Tran Nguyen Han wards. At the one-stop shops at all levels, administrative procedures are publicized for people to capture via QR code scanning.
Units have set up points to guide residents how to create accounts and submit documents online. The municipal Youth Union has coordinated with the wards and communes to deploy the cashless models at eight markets, while building electronic bookcases in the cultural houses of the villages and residential areas with thousands of books.
Digital transformation has also been promoted in many sectors and fields such as education, health and natural resources - environment. The city has focused on upgrading technical infrastructure to create conditions for people to apply information technology. It has directed telecommunications businesses to set up fiber optic cable systems to households. All administrative units of wards and communes have broadband fiber optic Internet connections. The villages and residential areas are covered by 4G and 5G networks, while free wifi systems are installed in public places.
Currently, more than 90% of mobile phone subscribers in the city use smartphones. Over 90% of administrative procedure records are performed via online public services. The rates of online payments on the public service portal and non-cash transactions have increased.

In 2023, Bac Giang city strives for 90% of administrative procedures to meet the requirements for level 3 online public services and 80% level 4. In addition to boosting non-cash payments, the city aims to raise the rate of people using basic digital skills to 70%. All residents will be issued with a citizen identification card or electronic identification number and have an electronic health record.
According to Tran Thanh Hai, Standing Deputy Secretary of the municipal Party Committee, Bac Giang city will continue to invest resources to promote digital transformation in all fields. It is determined to build a digital administration to help people conduct transactions more conveniently, develop a digital economy to make people richer, and develop a digital society to make people happier.
The goal is to build a society with citizens who are proficient in basic digital skills; able to communicate in a digital environment; can buy and sell goods online, and protect their physical and mental health; and have a code of conduct and ethical standards in the digital environment.
