The Resolution specifies that Bac Giang city is the political, economic, cultural and social center with strategic position to develop the socio economy, ensure the national defence, security and external relation in the province.

Focusing to build a developed Bac Giang city is to create an image and drive force to boost up general socio-economic growth in the province and region. It is the task for the whole province and directly for the Party Committee, authority and people in Bac Giang city.

The Resolution proposed basic goals by 2025 and 2030, which defines:

By 2025 to complete the adjustment for the general plan of extended Bac Giang city; basically complete the standards of first class urban; synchronously and modernly invest in the external traffic infrastructure with tree area of 18 square meters per person in the whole urban area.

By 2030 to complete the extension of administration boundaries in Bac Giang city which is recognized as first class urban before 2030.

The city strives to collect the state budget in the province (excluding land use fee) with average higher rate of 18 - 20 percent per year. The average added value per local person hits 13,000 - 15,000 USD by 2030. The investment capital for social development is mobilized over 165 trillion VND (7.2 billion USD).

By 2030, the city strives to rank in top leading five provincial governed cities in smart urban index with digital economy accounting for 50 percent of the municipal GRDP and digital economic ratio in each field and sector making up at least 35 percent.
