Bac Giang standardizes electronic single-window system to meet interconnection requirements

Amid the need of building e-government, Bac Giang reviewed the deployed systems and selected appropriate software to standardize and replicate.

According to Nguyen Gia Phong, Deputy Director of the provincial Department of Information and Communications, the review results showed that the software invested by the department met the technical standards, so the unit organized a bidding. SAVIS Technology Joint Stock Company was selected to standardize the software. As of January 1, 2020, the system was piloted in Bac Giang city at three levels (province, district, commune). It was also integrated with the provincial Public Service Portal.
Towards the single-window model, over the past time, many central agencies stationed in the province have added more administrative procedures to be handled at the provincial Public Administration Service Center. However, the settlement of dossiers still takes place independently. In order to improve operational efficiency and contribute to controlling the administrative procedures settlement process, in August 2020, the provincial Department of Information and Communications completed the deployment of an electronic single-window and online public services for the provincial Police, Social Insurance Agency, Electricity Company and Tax Department.
After software standardization was implemented for a while, the province's electronic single-window system has connected and integrated a number of specialized software of the ministries. At the same time, it has been connected to the Local Government Service Platform (LGSP) and the National Government Service Platform (NGSP) managed by the Ministry of Information and Communications.
Continuing to upgrade and promote efficiency of the system
Since the province's electronic single-window system was integrated with the specialized software of the Ministry of Transport, the status of documents has been synchronized, saving processing time for one-stop-shop officers.

According to the leaders of the provincial Public Administration Service Centre, the system integration creates conditions for the center's staff to monitor the progress of processing dossiers of departments and agencies, especially the provincial Police, Social Insurance Agency and Electricity Company. For overdue cases, there will be a written request for giving reasons and strictly apologizing citizens.
The province's electronic single-window system has been upgraded with many new features, contributing to increasing transparency and publicity, and creating favourable conditions for organizations and citizens while handling administrative procedures. For example, the system connects to zalo and Viettel Bac Giang in announcing the results of handling administrative procedures for citizens and organizations.
However, the legal documents on administrative procedures of ministries and agencies have frequently changed, leading to difficulties for the sectors in updating, reviewing and promulgating their internal processes. Some administrative procedures on the system have not coincided with the approval decisions. Through inspection of administrative reform and information technology application in the districts of Luc Ngan, Luc Nam and Viet Yen, many OSS officers said that the system is sometimes operating slowly, with many specialized software of the judicial sector yet to be integrated, resulting in difficulties in handling works.
In order to improve efficiency, departments and agencies need to be more proactive in system administration and configuration; regularly review, update and promulgate internal processes for settling administrative procedures in accordance with the approved list, thus ensuring the uniformity. The provincial Department of Information and Communications should coordinate with SAVIS Technology Joint Stock Company to review and fix problems; increase training on the use of the system for related cadres and civil servants.
