The Resolution is aimed at developing high-quality integrated, modern and competitive service sector focusing on commercial services in urban areas and around industrial parks, transportation services, logistics, financial and banking services, tourist services (with resort and entertainment tourism as the core), night-time economic services, sport and cultural services, health care services, educational services and high-quality vocational training.

Bac Giang is developing high-quality integrated, modern and competitive service sector.

Bac Giang is targeted to gradually become the gateway and center for circulation of goods, transportation, warehouse, logistics, trading, finance, entertainment, healthcare, high-quality education and vocational training in the northern midland and mountainous region.

Accordingly, the province will strive for the average growth rate of service sector to reach 7.5 to 8.5 percent in the 2024-2030 period, and 10 to 11 percent each year. The proportion of this sector in the province’s GRDP structure is targeted at 21 to 22 percent in the period and 24 to 25 percent by 2030.

The Resolution is aimed at developing trade centers in the city and townships, of which attracting at least one large - scale modern trade center (equivalent to the 1st class trade center).

Besides, all newly-established industrial parks will have concentrated service areas. The province will strive to reach the year-on-year growth rate of 15 percent in the total retail sale of goods and revenue from consumer service in the 2024-2030 period.

It is targeted to develop tourist services in line with entertainment, leisure, accommodations and resorts, attract investment to build 2 to 3 hotels rated 4 star or higher and form at least 1 large-scale entertainment complex. The province will strive to organise 5 or more national cultural and sport events each year and attract 7.5 million arrivals in 2030.

At least 2 night-time economic service areas will be established in Bac Giang city and Viet Yen township by 2030 to lure tourists and meet demand of citizens, experts and workers in the province.

The province will concentrate on developing combined services, logistics and inland clearance depots (ICD), particularly it will strive to attract from 5 to 7 combined service and logistics projects and 3 ICD projects until 2030, targeting to achieve a year-on-year increase of 8 to 10 percent in volume of carried freights and passengers in the 2024-2030 period.

Besides, it is targeted to promote development of financial and banking services. Particularly, there will be at least 35 bank branches operating in the province including 1 international bank or investment fund.

The province is also targeted to build 3 high-end hospitals and attract from 1 to 2 high-quality international schools to Bac Giang city, Viet Yen township and localities with developed industrial parks and clusters.
