Bac Ninh aims to meet growth targets, laying foundation for next development phase
BAC NINH - The Bac Ninh provincial People’s Committee on November 25 held its regular November meeting, chaired by Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee (PPC). The meeting was connected online to communes and wards across the province.
According to a report from the Department of Finance, the province is on track to complete all 18 key socio-economic targets for 2025. Gross regional domestic product (GRDP) is estimated to rise 11.5%, placing Bac Ninh among the country’s top three localities. State budget revenue is projected to reach 130% of the plan.

Total investment attraction, including domestic and foreign direct investment, is expected to hit 17.6 billion USD. Annual import–export turnover is forecast at 182 billion USD, surpassing the target and accounting for 20% of Vietnam’s total trade value, keeping Bac Ninh among the two leading localities nationwide.
The province has launched several major projects, while strategic infrastructure, particularly transport, continues to expand, including the planned Gia Binh International Airport and connecting road networks.
Building on these results, Bac Ninh has set its 2026 development goals: GRDP growth of 12.5–13%; digital economy added value to reach 41% of GRDP; import–export turnover of 212 billion USD; state budget revenue of 72.3 trillion VND; local budget expenditure of 55.7 trillion VND; and average monthly income of 5.93 million VND. The poverty rate (under the 2026–2030 standard) is expected to fall to 2%.
For the 2026–2030 period, the province aims to become a centrally governed city. Key targets include GRDP reaching about 1 quadrillion VND by 2030, annual GRDP growth of 11–12%, and GRDP per capita of 8,700–9,200 USD. Bac Ninh also plans to eliminate poverty by 2027.
Concluding the meeting, PPC Chairman Hoang Son stressed that despite meeting all 18 targets for 2025, significant challenges remain in order to fulfill the year’s growth goals and build momentum for the next phase.
He urged departments and localities to accelerate public investment disbursement, remove bottlenecks in compensation, land clearance and resettlement, and speed up national and provincial key projects, including Ring Road 4, the Gia Binh International Airport project and industrial zones and clusters.
He also called for a review of land prices and appropriate adjustments to avoid negative impacts on residents and businesses. Reports and proposals presented at the meeting must be promptly completed for submission to the Provincial Party Standing Committee and the People’s Council, he said.
