Bac Ninh leader meets China’s Desay Group
BAC NINH – Vuong Quoc Tuan, Deputy Secretary of the Bac Ninh provincial Party Committee and Chairman of the provincial People’s Committee (PPC) on September 12 received executives from China’s Desay Group (Desay) to discuss expansion plans in the northern Vietnamese province.
Luo Shihong, Vice Chairman of Desay, said the group, founded in 1983, has grown into one of China’s major electronics and information technology conglomerates, with annual revenue exceeding 50 billion CNY (over 7 billion USD). The group has two listed subsidiaries: Desay SV Automotive (SZ.002920) and Desay Battery (SZ.000049).

Desay Battery Technology Co. Ltd., based in the Song Khe-Noi Hoang Industrial Park in Bac Ninh, specializes in lithium battery production and energy solutions.
It serves global technology leaders including Apple, Huawei, Xiaomi, OPPO, Vivo, Google, Meta, Amazon, DJI and Stanley Black & Decker.
The company also supplies precision rubber and plastic components for drones and automobiles, as well as automated assembly and inspection services for optical modules such as smartphone and security cameras.
In recent years, it has expanded into equipment for automotive surround-view cameras and millimeter-wave radar, alongside LED display manufacturing.

The group aims to quadruple sales revenue to more than 200 billion CNY by 2033, with smart automotive electronics and new energy batteries as its core businesses. It plans to establish another company in Bac Ninh and sought support from local authorities to accelerate the project.
PPC Chairman Tuan welcomed the executives, congratulating Desay on its achievements, particularly in advanced technologies such as autonomous driving systems and high-tech batteries. He praised the decision to expand investment in Song Khe-Noi Hoang and Van Trung industrial parks.
“Bac Ninh’s priority is to continue attracting new investors and encouraging existing ones to expand operations,” said the PPC Chairman, noting that Desay’s current investment exceeds 101 million USD and is expected to rise by an additional 25 million USD.
The province pledged full support to ensure effective operations, from administrative procedures to infrastructure and electricity supply. Local authorities are working with Vietnam Electricity to meet industrial demand and are addressing traffic congestion around industrial zones.
In response to Desay’s proposals, the provincial leader instructed provincial departments to assist with land transfer procedures, environmental approvals and construction permits. The Industrial Zone Authority will act as the focal point, while urging the company to comply with legal requirements.
Given the high electricity needs of battery production, PPC Chairman Tuan asked the Industrial Zone Authority and the power sector to develop solutions to guarantee stable supply and ensure strict environmental assessments.
He also supported Desay’s plan to set up a Research and Technology Transfer Center in Bac Ninh, recommending the company take advantage of Vietnam’s policies on technology transfer.

The provincial Department of Industry and Trade and the Department of Science and Technology were tasked with proposing suitable mechanisms for high-tech industries.
“With your current capacity, I hope the company will soon transfer technology to local workers and partner firms,” the PPC Chairman Tuan said.
He added that Bac Ninh has recently established an Industrial Production Association to promote closer cooperation among manufacturers. Desay could link with local enterprises through the Industrial Zone Authority to form integrated supply chains.
At the end of the meeting, the provincial leader presented the delegation with a Dong Ho folk painting, a traditional handicraft of Bac Ninh.
