First Congress of industrial manufacturers’ association launched in Bac Ninh
BAC NINH - Bac Ninh province on September 9 inaugurated the first Congress of provincial Industrial Manufacturing Association (BACLINK). The move would unite manufacturers, promote sustainable production and help integrate the province’s firms into global value chains.
The founding Congress, held at the Kinh Bac Cultural Centre, elected a 28-member executive committee and a three-member inspection board, and unveiled an advisory council drawing senior experts, managers and academics.

The provincial government issued Decision No. 1652 on June 16, 2025 authorising the association’s establishment. Tran Thi Thu Trang, chief executive of Hanel PT New Generation Technology Company, was appointed BACLINK’s inaugural Chairwoman.
The association set an ambitious agenda for its 2025-2028 term, focusing on member development, sustainable and digital transformation, workforce training, policy advocacy and international linkages.
BACLINK said it would support at least 300 local manufacturers to adopt green and digital processes. It aims to sign no fewer than 20 cooperation agreements (MOUs) by 2030 to deepen integration into global supply chains.
“BACLINK will act as a representative voice and a connective platform for Bac Ninh’s industrial producers at a crucial moment of deepening integration,” Trang said in her acceptance remarks, according to the organisers.
Provincial leaders and more than 100 founding members and delegates attended the congress, including Chairman of Bac Ninh provincial People’s Committee (PPC) Vuong Quoc Tuan and other senior officials. In a keynote address, the PPC Chairman Tuan outlined the province’s strategic ambitions and urged businesses to help turn policy into results.
He said the association’s founding members were the “building blocks” for a broader industrial ecosystem. He emphasised the role of the so-called quartet of resolutions guiding the province’s economic revival — covering science and technology, international integration, private sector development and legal reform — which he said have driven a new wave of entrepreneurship and investment.
Bac Ninh, which recently completed a provincial consolidation plan, has highlighted its cultural heritage and concentrated industrial development as assets for future growth.
Provincial officials reiterated goals to become a centrally administered city, rank among the top five localities nationally by GRDP, and develop as a hub for high-technology, smart and green manufacturing.

Key infrastructure and human capital initiatives were outlined at the congress, including plans for concentrated information industrial parks, a national intelligent computing centre and a digital data hub.
Officials said the province would also pursue modern public transport, expand cultural and tourism offerings linked to sporting and conference events, and strengthen social welfare.
Speakers at a prior symposium, organised by the new association on sustainable governance, discussed international and domestic policy shifts and the opportunities and challenges facing local firms in an era of tighter environmental and digital standards.
The provincial leadership pledged support for business development, saying local authorities would streamline administrative processes and create an enabling environment to foster private sector growth.
