The municipal Party Chief briefed the delegation on key aspects of Bac Ninh’s development, noting that alongside economic growth, the city had placed strong emphasis on social welfare and improving essential services, particularly healthcare and public health protection.
As demand for healthcare, rehabilitation and long-term care for older people continues to rise, Japan’s experience in developing medical services and organising elderly care models offers valuable lessons for Bac Ninh, he said.
Welcoming preparations for a professional cooperation agreement between the municipal Department of Health and Seishokai Healthcare Group, the MPC Secretary Nguyen Hong Thai stressed that implementation should be carefully studied to ensure feasibility, compliance with the law and effective use of each side’s resources and expertise.
He called on the Department of Health and relevant municipal agencies to work closely with the group to translate the agreement into appropriate cooperation programmes and plans.
Clear responsibilities, implementation roadmaps and assigned tasks should be established to ensure commitments are carried out effectively and deliver tangible benefits to local residents, he said.
The city would provide the best possible conditions for cooperation projects and initiatives to proceed, he added.

Speaking at the meeting, Matsumoto said the two sides could further strengthen exchanges between management agencies and healthcare institutions, identify feasible areas for cooperation and implement them step by step.
He also proposed expanding field visits, scientific seminars, training programmes and expert networking activities to deepen cooperation between the two sides.
