Bac Ninh pursues comprehensive digital transformation toward modern administration

BAC NINH - Building on its top-ranked achievements in Vietnam's Digital Transformation Index, Bac Ninh province, following its recent administrative merger of the former Bac Ninh and Bac Giang provinces, is accelerating a comprehensive digital transformation. The goal is to modernise its public administration system, create breakthroughs in development, and effectively implement Resolution No. 57 of the Politburo on science, technology, innovation, and national digital transformation.

With its two-tier local government model that is “close to the people,” the province has focused not only on improving public service quality for citizens and businesses, but also on the urgent need for strong digital transformation and administrative modernisation.

Bac Ninh’s consistent guiding principle is to leverage the strengths of technology to build a digital government. The province has unified the deployment of 17 shared IT systems along with sector-specific software and platforms.

To date, core digital systems and shared platforms are operating stably, effectively supporting management and administrative tasks at both the provincial and grassroots levels.

The public service portal has been upgraded beyond administrative boundaries, with digital workflows configured for over 2,000 administrative procedures, achieving a completion rate of 94.4%.

Public services have been fully integrated with the National Public Service Portal and comply with the "One Single Window" mechanism. Online submission of administrative records has reached 75.6% province-wide, with 99.55% at the provincial level.

To support these efforts, the province has promptly reviewed and allocated necessary resources, equipment, and personnel. The Department of Science and Technology has created over 35,200 user accounts on the Single Sign-on (SSO) system, issued and managed 67,668 official digital certificates, and processed 1,049 digital signature-related cases, with 100% of official documents now exchanged in electronic form.

A Technology and Digital Transformation Response Task Force has been established to conduct surprise inspections of shared system operations and support local communes and wards in using platforms like nq57.vn.

The digital economy and e-commerce have seen significant growth across the province. Hundreds of businesses, cooperatives, and farming households now sell their key products, particularly OCOP (One Commune One Product) items, on platforms such as Postmart.vn.

On the digital society front, cashless payment solutions have been widely implemented in traditional markets, shopping centres, and essential public services such as electricity and water payments, tuition fees, hospital fees, and administrative fees.

Investment in developing IT infrastructure and databases at all levels has ensured systematic and synchronised deployment across departments and localities.

To realize the goals of Resolution 57, Bac Ninh has made it clear that digital transformation must begin with the people and place them at the centre.

The province launched a movement called “Digital Literacy for All”, integrated with digital learning initiatives to equip officials and citizens with essential tech skills. Over 200 youth digital teams have been formed to support this effort.

Ngo Thanh Giang, Vice Chairman of the Bac Giang ward People’s Committee, said community digital teams not only promote awareness in village and Party cell meetings, but also go door-to-door to guide residents directly. Thanks to these efforts, public awareness has significantly improved, and online document submissions have increased markedly.

Simultaneously, Bac Ninh is focusing on developing robust telecommunications and internet infrastructure to ensure redundancy, connectivity, safety, and sustainability, including satellite-based data transmission, high-speed fiber-optic broadband, and next-generation mobile networks like 5G, 6G, and beyond.

These efforts are all part of Bac Ninh’s roadmap toward becoming a centrally governed city by 2030.
