Bac Ninh – a destination for many prestigious universities

BAC NINH - Bac Ninh, a fast-growing province on the outskirts of Hanoi, is emerging as a new destination for Vietnam’s leading universities as the country looks to expand higher education to meet the demands of industry and economic growth.

The choice of many major universities

Bordering the capital and located in the northern key economic region, Bac Ninh has leveraged its transport infrastructure, modern planning and open investment policies to draw in top schools.

Authorities hope the influx of universities will help the province consolidate its role as an industrial hub while creating a pool of highly skilled labor.

The move aligns with Vietnam’s education development strategy through 2030 and vision to 2045, which seeks to build a modern higher education system, broaden access, and train students with both professional competence and creativity.

Universities in recent years have expanded to satellite areas around Hanoi to cope with rising demand.

Since 2019, Hanoi Law University has been building a second campus in Bac Ninh’s VND Nguyen ward, covering nearly 28 hectares with an investment of about 1.8 trillion VND (about 79 million USD).

The location, 20 km from central Hanoi and near major highways, is designed to facilitate academic exchange and resource sharing.

“This campus will provide comprehensive education facilities including classrooms, library, dormitories and sports complexes, creating a modern and practical learning environment,” said rector To Van Hoa. He added that the expansion supports the government’s plan to strengthen training of legal experts nationwide.

Bac Ninh authorities have backed the project by covering more than 137 billion VND in site clearance and resettlement costs. In August, the new facility was officially inaugurated as part of nationwide celebrations of Vietnam’s 80th National Day.

Other prestigious institutions are also eyeing Bac Ninh. The Hanoi Medical University is preparing a project in Tien Du district that would include a 30-hectare training center, a 1,000-bed hospital and several research institutes.

With an estimated investment of 3.15 trillion VND (138.2 million USD), the facility is designed to produce a new generation of doctors and researchers for northern Vietnam.

The plan dovetails with Bac Ninh’s provincial development masterplan approved by the prime minister last December, which envisions the province as a leading healthcare hub for the region. Two large-scale “university cities” are also planned, covering 1,200 hectares in total, to host multiple higher education institutions.

Potential for training high-quality human resources

Officials say attracting universities is part of a broader strategy to secure the skilled workforce needed for Bac Ninh’s industries, which range from semiconductors and electronics to artificial intelligence, logistics and healthcare.

The province hosts factories for some of the world’s largest manufacturers in global supply chains, including Samsung, and is seeking closer ties between academia and industry.

Beyond new investments, Bac Ninh is already home to several long-standing campuses such as the Banking Academy, University of Physical Education and Sports, and branches of the Vietnam Women’s Academy and Vietnam National University of Agriculture. These schools have formed a network of training and research centers serving the region.

“Bac Ninh always welcomes prestigious universities to invest, helping us train high-quality human resources and drive socio-economic development,” said Le Xuan Loi, Vice Chairman of the provincial People’s Committee.

He added that the province also wants to attract institutions in culture and the arts to boost its traditional heritage.

In July, Hanoi University of Culture met with provincial leaders to seek support for a second campus in Tien Du, reflecting growing interest from schools beyond science and technology.

Bac Ninh has pledged to provide maximum support for incoming universities, including land allocation, streamlined procedures, and infrastructure development.

The provincial government says it will adjust planning after recent administrative changes to ensure higher education zones are integrated with cultural corridors, eco-urban areas and research centers.

With its dual role as a northern industrial capital and an emerging education hub, Bac Ninh is positioning itself as a bridge between academia and business.

The province expects this synergy to secure its long-term goals: sustaining industrial growth, enhancing social services and improving living standards for its people.
