Bac Ninh seeks breakthrough in collective economic development

Updated: 17:58, 28/10/2026

BAC NINH - A broader development area, larger markets, digital transformation, green growth, safer production and rising demand for traceable products are creating new opportunities for cooperatives in Bac Ninh. To capitalise on these advantages, however, cooperatives must improve management, raise product quality, strengthen business links and secure appropriate support to enhance their competitiveness.

Harnessing advantages and adopting technology

The expansion of Bac Ninh’s development space is enabling cooperatives to access wider markets, raw material sources, logistics networks and production chains.

This offers significant opportunities for a sector traditionally constrained by small-scale operations and limited markets.

In agriculture, local strengths in raw materials, products under the One Commune One Product (OCOP) programme, fruit, forestry, medicinal herbs, safe vegetables and livestock provide a foundation for developing larger value chains.

Rather than operating independently within narrow production and sales networks, cooperatives can work together and partner with processing and distribution companies to ensure stable supplies.

Luu Van Khai, Head of the Department of Cooperative Economy and Rural Development under the Department of Agriculture and Environment, said the sector had considerable growth potential.

Consumers are increasingly demanding quality products with proper labelling and traceability, he said. Meanwhile, industrial development is drawing workers away from agriculture and rural areas, creating conditions for land consolidation, concentrated production zones and stronger cooperation in input supply and product distribution.

Green and circular economic models, high-tech and organic farming, agricultural tourism and deeper processing are also opening new avenues for growth.

Cooperatives with distinctive products and established production areas can move beyond selling raw materials to develop processed goods, gifts, tourism products and agriculture-related services.

Digital transformation offers further opportunities. E-commerce enables cooperatives to overcome geographical barriers, reach customers directly and build brands at lower cost than traditional sales channels.

This is particularly important for cooperatives in mountainous and ethnic minority areas seeking to bring local products to domestic and international markets.

Building a new support ecosystem

For 2027, Bac Ninh aims to establish at least 80 new cooperatives operating in compliance with the Law on Cooperatives, increase the number of well-performing and fairly performing units by 6-7%, and raise cooperative revenue by around 10%.

The city also targets effective operations at about 60% of agricultural cooperatives and plans to support around 50 cooperatives in trade promotion and market expansion, while encouraging greater adoption of high technology and value-chain partnerships.

Bac Ninh therefore needs a support ecosystem in which each stakeholder has a clearly defined role.

State agencies should refine policies and address difficulties involving land, infrastructure, administrative procedures and support programmes.

The city's Cooperative Alliance should strengthen its advisory, training and market-linkage services, while banks should provide both financing and advice on financial planning.

Businesses should participate more deeply in production, processing, distribution and export chains. Scientific and technological organisations should help cooperatives select solutions suited to their scale and investment capacity.

Pham Minh Hien, Chairman of the city's Cooperative Alliance, said the alliance was directing cooperatives and cooperative groups to plan production areas and mobilise internal resources and funds for business development.

It will intensify trade promotion, brand building and market development, while helping cooperatives establish joint ventures and form production chains.

The alliance will also advise and support cooperatives in establishing businesses within their organisations to undertake key commercial activities.

Sustainable partnerships require clear and mutually beneficial arrangements: cooperatives must supply quality products, businesses need reliable sources of goods, and members must gain better market access and higher incomes.

Transparent benefit-sharing is essential to maintaining these links over the long term.

With a broader development area, digital tools, expanding markets, high technology, OCOP products, green growth and stronger value chains, Bac Ninh's collective economy has the opportunity to enter a new phase.

These changes could enable cooperatives not only to adapt to Bac Ninh's expanding development landscape but also to become a stronger contributor to the city's rapid and sustainable growth.
