Each stage reviewed to ensure schedule of population data collection

(BGO) – The National Population Database Project (NPDP) is under prompt stage. To ensure a correct, sufficient and timely data collection, the Public Security force (PSF) in the northern province of Bac Giang has actively instructed the implementation of various contents to complete the project on schedule set by the Ministry of Public Security. 

Simplifying the procedure and documents

The National Population Database (NPD) has important meaning in building E-government as the base for state management organizations to research and propose the route to simplify the administrative procedures, reduce citizen documents, serve the connection of professional database for public security’s tasks.

Bac Giang province covers large area with several ethnic minority groups in mountainous and remote lands. A part of ethnic population has limited awareness so they considered that it is not necessary to declare the personal information for secrete matter or they do not need to use the document. Thus, the PSF must communicate and propagandize several times to get their information.

Besides, there are numbers of people register for permanent residence in the area but actually they do not stay at the addresses or workers at several companies or far away locations, thus the PSF must take several times to come for gather information even in the evening, Saturday and Sunday.

Particularly, Tang Tien commune (Viet Yen district) has 2,400 households with 9,300 residents as well as about 3,000 workers coming from other localities to hire home here. Than Thi Huong in Phuc Long village has more than 10 rooms for lease. After the communal PSF communicated the meaning for population data supply, she not only declares personally but also reminds and calls for the family members and workers to implement sufficiently and correctly as requirement.

Lieutenant-colonel Le Huy Hoang, Head of communal PSF said basing on the residence management in the area, we consulted the local authority to mobilize forces to support the PSF and instruct the locals the way to declare information sufficiently, accurately in details.

High determination and effort from PSF

Right after the Ministry of Public Security issued the plan, the provincial PSF instructed the Police Division in charge of Administrative Management on Social Order from all levels, PSF at the commune, ward and town to mobilize maximum man powers to coordinate with the local authority to widely propagandize about the project benefit to the locals on mass media, meetings, club activities....

Also, the residents are instructed to prepare documents such as family record book, personal identification and others when the communal PSF come to collect the information to prevent any incorrect data.

Each officer and soldier visit each address to review each person information, deliver the sheet, instruct them to declare the data then compare them to the PSF’s management profile to confirm the correctness.

To date, the province has completed the data collection from the residents at 209 communal administrative units (including 184 communes, 10 wards and 15 towns) with total of 1,902,759 sheets.

According to the provincial PSF, to ensure personal rights, any case yet to declare the population information sheet should actively come to the PSF in the residing commune, ward or town to supplement the data to serve the supply of citizen identification document and personal code as regulation.
