Impressive growth cements leading position

BAC NINH - Between 2020 and 2025 the northern province of Bac Ninh navigated severe shocks to its economy and society but emerged with robust growth, consolidating its place among the country’s top-performing provinces, a provincial report says. 

Optimising resources

Faced with the Covid-19 pandemic in 2021, when the province became an epicentre of infections and with heavy damage from Typhoon Yagi in 2024, provincial leaders said they responded with innovative thinking and decisive action that helped turn obstacles into opportunity.

Provincial authorities said they used a range of flexible measures to optimise resources and secure important economic milestones. Average annual economic growth between 2021 and 2025 is estimated at 8.98% — putting Bac Ninh among the five provinces and municipalities with the highest growth nationwide.

Gross regional domestic product (GRDP) per capita is estimated at 5,810 USD per year, about 1.15 times the national average. Average income per person is estimated at 69.2 million VND per year, roughly 1.3 times higher than at the start of the term.

The Human Development Index — measured by health, education and income — reached 0.752, a high level for the province.

The economic structure shifted toward industry and construction, which accounted for 71.3% of output in 2025, while services made up 19.5% and agriculture, forestry and fisheries 6.3%. Product taxes accounted for 2.9% of the economy; in 2020 these shares were 68.9%, 18.9%, 8.8% and 3.4% respectively.

Leaders say growth has generated resources to finance social welfare and opened new development space, improving living standards and raising Bac Ninh’s profile domestically and regionally.

Aiming for double-digit growth

To drive the performance, the province concentrated spending on infrastructure and carried out wide-ranging administrative reforms to improve the business environment.

Authorities adopted flexible, sector- and location-based incentives, particularly for industrial zones and high-tech parks, to capture waves of foreign direct investment (FDI).

Policies to support high-quality workforce training were introduced and outdated administrative procedures, business conditions, standards and technical regulations were revised to remove obstacles for firms.

Over the past five years Bac Ninh attracted more than 1,800 FDI projects with total registered capital of about 20 billion USD (including new registrations, increases and capital contributions).

Domestic investors registered more than 850 projects, with total adjusted registered capital of 302 trillion VND. Officials said investors have disbursed pledged capital on schedule, providing a strong impetus for development.

Industry and construction remained the growth engine, delivering average value-added growth of about 11% a year. The industrial production index stayed among the country’s top-ranked.

Total social investment over 2021–2025 is estimated at around 715 trillion VND, and the implemented investment-to-GRDP ratio for the period reached 33.2%, ranking 10th nationally.

Trade and services expanded strongly, tapping a consumer market of more than 3.6 million people. Bac Ninh’s e-commerce indicators consistently ranked among the country’s top 10.

The province hosted nearly 18 million tourist visits in 2021–2025, generating tourism revenue estimated at 14,047 billion VND — increases of 47% and 86% respectively compared with 2016–2020.

Transport, logistics and communications saw rapid modernisation, taking advantage of Bac Ninh’s strategic transit location. Authorities promoted the development of integrated logistics service zones, intermodal rail ports and inland ports to strengthen logistics capacity.

Provincial trade figures show total exports and imports of about 659 billion USD in 2021–2025, 1.76 times the volume recorded in 2016–2020.

Bac Ninh has also pursued digital and green economic strategies, circular agriculture and multi-value farming models. Officials stepped up infrastructure investment, expanded urban space, and accelerated regional links and urbanisation, reaching an urbanisation rate of 41.6%.

Entering a new development phase, the province is pursuing a bold goal of double-digit growth. The Chairman of the provincial People’s Committee Vuong Quoc Tuan has reiterated this target in specialised and regular provincial government sessions and in meetings with departments and localities.

He said the province will continue to cultivate high-tech industry, modern agriculture and rural development around strategic products, seeking to become a modern industrial hub for the northern region and the nation.

Authorities plan to implement a “four-pillar” resolution that focuses on administrative reform, competitiveness, effective two-tier local governance, and strategic urban infrastructure to form a modern urban ecosystem. This, they say, will underpin an eventual upgrade to centrally governed city status.

Officials also plan to drive new growth through urban economic ecosystems, trade, airport-linked corridors and emerging sectors attractive to FDI.

The province intends to increase the application of artificial intelligence in production and business and invest in nascent industries such as semiconductors, renewable energy and the space industry.

Finance department officials urged businesses and local authorities to deepen links with strategic partners via free trade agreements, diversify markets to limit risks, and position the Bac Ninh brand to match its potential.

With these strengths and opportunities, provincial leaders say Bac Ninh is well placed to accelerate and broaden its development and to take steps toward becoming a centrally governed city.
