Journey of building and positioning “Bac Ninh Brand”

In these September days, Bac Ninh province is preparing for the first Congress of the provincial Party Organisation for the 2025-2030 term. This congress sets a strategic goal of building Bac Ninh into a centrally-governed city before 2030.

The 2020-2025 term has been marked by significant challenges, notably the COVID-19 pandemic and global economic volatility. Yet, Bac Ninh has achieved comprehensive and impressive accomplishments.
These achievements reached new heights with the successful administrative reorganisation merging Bac Ninh and Bac Giang provinces and implementing a streamlined two-tier local government system.
The integration of Bac Ninh and Bac Giang - two industrial hubs - has created a new economic growth engine, reinforcing the region's status as a dynamic growth pole in northern Vietnam.
From 2021 to 2025, the province’s GRDP grew at an estimated average annual rate of 8.98%, placing it among the top five provinces nationwide.
By the end of 2025, Bac Ninh’s economy is projected to reach 522 trillion VND (19.77 billion USD), ranking 5th nationally and 3rd in the Red River Delta.
Its GRDP per capita is expected to hit 5,810 USD, higher than the national average, with average income per capita at 69.2 million VND per year, 1.3 times higher than at the beginning of the term.
These figures are not merely impressive – they are clear evidence of Bac Ninh’s aspirations to break through in a new era.
With the industrial and construction sectors projected to account for over 71% of the province’s economy in 2025, Bac Ninh has become a major industrial hub of the country.
Particularly in manufacturing and electronics, it has shaped a “semiconductor industrial ecosystem” - a strategic and essential component of the digital economy and a new driver of growth.
The issuance of a policy to support high-quality workforce training for the semiconductor sector demonstrates the province’s strategic vision and proactive adaptation to global trends.
During the term, Bac Ninh attracted over 1,700 projects, including more than 1,200 capital increases, with total registered investment surpassed 25 billion USD, solidifying its appeal as a strategic destination for global industrial giants.
Strong industrial growth has had a positive ripple effect across various sectors. The total retail sales of goods and services during 2021-2025 is estimated at 761.6 trillion VND, growing at an average of 16.5% annually. The province consistently ranks in the top 10 nationwide in e-commerce.
Tourism in Bac Ninh, anchored by the unique cultural heritage of Quan ho (love duet) singing, a UNESCO-recognised intangible cultural heritage, welcomed nearly 18 million visitors, generating over 14 trillion VND in revenue. This confirms Bac Ninh’s growing appeal both domestically and internationally.
Agriculture has also seen comprehensive development, with high-tech agriculture accounting for over 30% of the sector’s output.
Of the province’s 66 communes, 51 have achieved new-style rural standards; hundreds of villages have met model standards, and hundreds of OCOP products have been officially recognised.
Major infrastructure projects have been implemented, such as Ring Road 4, Nhu Nguyet Bridge, Ha Bac 1 and Ha Bac 2 Bridges, Dong Viet Bridge, and Gia Binh International Airport, alongside a host of inter-regional transport routes.
These projects open up new development spaces and firmly place Bac Ninh on the map of Vietnam and the world.
The province’s rising urbanisation rate is further proof of its stature as a Tier-1 urban area and its ongoing journey toward becoming a centrally-run city.

In the cultural and social realms, Bac Ninh has made remarkable strides - fostering community spirit, inspiring aspirations for advancement, and strengthening internal resources.
These achievements confirm Bac Ninh’s position as a shining example of Vietnamese identity, intellect, and strength in the new era.
Looking to the 2025-2030 term, Bac Ninh not only outlines broad strategic orientations but also demonstrates strong, concrete determination through historic solutions, especially the goal of becoming a centrally-governed city by 2030, and positioning the “Bac Ninh Brand” on the global stage.
The province is determined to achieve a double-digit annual economic growth of 11-12%; total import-export turnover of around 1.09 trillion USD for the 2026-2030 period; budget revenue target of 375.7 trillion VND; Human Development Index (HDI) of 0.8; and an average life expectancy of 75.6 years.
These are not just target numbers - they are action-based commitments to exceptional development.
