National Employment Fund raises loan limit and enhances access chance

(BGO) – The National Employment Fund (NEF) is one of the practical supporting policies to the producers and labourers. The suitable adjustment of the regulation with increasing loan limit helps the needy people access to the preferential loan, gain more condition to build and expand the production toward improved income.

Loan for start-up

To help people easily access to the loan with effective use, the Department of Labour, Invalids and Social Affairs (DoLISA) has actively coordinated to the provincial Bank for Social Policy (BSP), local authority, sectors and agencies to boost up the communication task.

From the source of preferential loan, Mai Duc Industrial Garment Cooperative in Nenh town (Viet Yen district) keeps stable production and creates job to many local labourers.

To date, the NEF’s capital source has brought positive results with safe credit quality and low rate of bad and due debt.

The BSP’s report proved that the NEF’s loan reached more than 121.2 billion VND (5.2 million USD) with about 4,500 beneficiaries, providing them the capital for start-up business, build the production facilities to ensure the income for poverty escape and become rich households in the localities in the period 2017 – 2019.

Via the commission of the communal women’s union, in 2017 Nguyen Thi Dung (born in 1975) in Chua village, Tien Dung commune (Yen Dung district) accessed to the NEF’s loan. Thanks to the consultation from the women’s union, she discussed with her husband to boldly proceed procedure to apply for the loan of 50 million VND to revamp the pond and build cage for poultry farming.

Now, her model operates stably with more than 1,000 ducks, gooses and chicken for eggs as well as over 4 tonnes of fish per year which brings average income of more than 200 million VND per year.

Besides, Mai Duc Industrial Garment Cooperative in Nenh town (Viet Yen district) was established in 2010. After searching for the information, the Board of Director knew about the NEF’s loan in 2016 then decided to loan 1 billion VND to buy more machine and expand the production.

With the preferential interest, quick procedure, the credit package facilitated the cooperative to operate stably and create jobs for more than 30 local labourers with average income of 6 – 7 million VND per person per month.

Adding sources to meet the demand

Amid the shortcomings in the regulation on the loan rate and time in the Decree No.61 on September 23, 2019, Government issued Decree No.74 to increase the preferential loan to small and medium sized businesses, cooperative, business household and labourers.

Thanks to the preferential loan, Nguyen Thi Dung invested to develop animal husbandry model to raise the income.

Besides, the interest rate is increased up to the rate of loan for near poor family. The adjustment aimed to remove the spirit of full reliance on Governmental support to increase the effectiveness of the loan.

Nguyen Xuan Son, Head of the Employment and Safe Labour Department (DoLISA) said: “When the Decree No.74 took effect (since November 2019), the added capital source, increased loan limit and period created more chances for the local people to access to the loan and promoted the effectiveness of the loan”.

Additionally, Director of provincial BSP Ngo Gia Quat shared: “In the upcoming time, the provincial BSP proposes the Government to increase the additional source while the localities should balance the budget as the counterpart fund to meet the utmost demand of the borrower in order to effectively implement the programme”.

Moreover, the local authorities at all levels should integrate and arrange various sources from the budget and other legal ones to consign to the BSP to loan; prioritize the preferential credit source to handle the employment for the manufacturing facilities and businesses to create more jobs to the disabled labourers, ethnic people, youths and persons with reclaimed land..., which greatly contribute to realize the task of local poverty reduction and socio-economic development.
