On this occasion, Duong Van Thai, Vice Secretary of the provincial Party Committee, Chairman of the provincial People's Committee gave an interview to Bac Giang Newspaper.

Could you please tell us some outstanding socio-economic development results of the province in the past year?

It can be said that in 2019, Bac Giang province achieved many comprehensive and prominent results in all fields, ranging from economy and socio-culture to national defense and security, and in all areas from urban to rural areas. In particular, the countryside has been given a facelift. By the end of 2019, Bac Giang had eight out of 17 targets exceeding the plans set by the 18th provincial Party Congress, and 16 out of 17 targets meeting and surpassing the yearly plans.

Following the growth momentum from previous years, the province's economic growth rate in 2019 reached 16.2 percent, the highest ever and ranking second nationwide. The economic and labor structures shifted in a positive direction, increasing the proportion of industries. The scale of the economy has become bigger and bigger, with the Regional Gross Domestic Product (GRDP) estimated at 4.7 billion USD and per capita income reaching 2,620 USD per year, equal to 94 percent of the national average.

In addition to the above achievements, over the past year, Bac Giang also attained positive results in attracting investment. Especially, it ranked 8th in the county in foreign direct investment (FDI) attraction. The province licensed and adjusted 241 projects with a total capital of about 1.25 billion USD, doubling the figure in 2018.

For the first time, the province’s budget revenue surpassed the threshold of 11 trillion VND (475 million USD), more than twice the target set in the 18th provincial Party Congress’s Resolution. Trade and services developed while the number of tourists coming to Bac Giang increased sharply to over 2 million. The socio-cultural field saw many changes...

To achieve these impressive figures, what are reasons and lessons?

There are many reasons and lessons but I think there are five main reasons. First of all, it is the result of a process of preparing conditions for the development of the province over the years.

Secondly, in the leadership, the provincial Party Committee has promptly discovered and set out the right guidelines, focusing on key areas that create motivation for development as well as fields of voters’ and people’ concern.

Thirdly, it is the drastic and concentrated direction of authorities at all levels. In addition to directing, they have also given advice to the Party committees on some breakthrough policies.

Fourthly, it is indispensable for the synchronous engagement of the entire political system, agencies at all levels and sectors, the promotion of the role of the Fatherland Front and socio-political organizations, as well as the consensus and support of the people.

And finally, we have done a good job of popularization and encouragement; strongly promoting patriotic emulation movements, and well implementing commend and reward work, and creating a pervasive motivation in the whole society.

2020 is the last year to implement the Resolution of the 18th provincial Party Congress. What will the province do to both accomplish and surpass the goals set in the Resolution, and create momentum for development in the next years?

2020 is particularly important as it celebrates the 90th founding anniversary of the Party, the 75th anniversary of the founding of the country, and the 125th anniversary of the establishment of the province. It is also the year when the Party congresses at all levels towards the 13th National Party Congress are held. Therefore, the tasks are very heavy and the province has identified nine groups of main tasks and solutions, namely:

Firstly, focusing on improving the quality of planning making and management, ensuring the strategy, forecast and vision to meet the immediate and long-term development requirements. Reviewing the implementation of resolutions and the five-year socio-economic development plan for the 2016-2020 period; and at the same time, building a plan for 2021-2025.

Secondly, renovating economic development models, improving growth quality; focusing on supporting and promoting the development of manufacturing and service sectors.

Thirdly, improving the business and investment environment, raising the quality of investment attraction; creating conditions for the development of all economic sectors.

Fourthly, speeding up budget collection, mobilizing and effectively using resources for infrastructure development, especially transport infrastructure.

Fifthly, improving the efficiency of resources and mineral management, and environmental protection; promoting the development of science and technology.

Sixthly, boosting the comprehensive development of socio-cultural fields; improving the quality of human resources, creating jobs, and ensuring social security.

Seventhly, well performing administrative reform, building the administration; preventing and fighting corruption.

Eighthly, ensuring national defense, security, social order and safety; solving complaints, denunciations and pressing issues; and creating a favorable environment for development.

Ninthly, promoting information and popularization; closely coordinating with the Vietnam Fatherland Front and mass organizations; improving the quality of emulation movements; strengthening cooperation to implement foreign relations work effectively.

According to you, what are the weaknesses of the province and which will be the key and breakthrough solutions?

I think that there are three issues that need to be prioritized, namely planning and planning management; State management in some areas such as land, environment, construction investment and urban development; and administrative procedure reform ...

In order for the province to develop quickly and sustainably, we must synchronously deploy solutions, of which the most radical and breakthrough solution is to focus on making the planning of Bac Giang province for the 2021-2030 period, with vision to 2050. We have to do how to fix limitations and ensure long-term strategic vision for the province's development in the next 10 years and beyond.

Along with this key solution, another important solution is to focus on economic development in all three areas: industry, agriculture and services to create breakthroughs, ensure sustainable development, and improve income and quality of life for people.

On the occasion of the New Year 2020 and preparing to welcome the Year of the Rat, what does the Chairman of the provincial People's Committee want to send to officials, soldiers and people in the province?

Bac Giang is entering a new development stage with many opportunities and challenges. In order to seize the opportunities and create new development motivations, it needs the consensus and efforts of the entire Party Organization, authorities, business community and people of all ethnic groups across the province, especially the consensus of people to create a new strength to bring Bac Giang to a new level of development in the coming years. I wish every cadre, soldier, businessman and resident in the province and Bac Giang person living in the country and abroad always promotes the tradition of solidarity, innovation and creativity as well as makes efforts to contribute to developing the heroic homeland of Bac Giang in a rapid, comprehensive and sustainable manner.
