Provincial authorities reported that land declaration and inventory procedures for agricultural land have been completed. Relevant agencies are now reviewing and verifying land-use origins, addressing outstanding issues and finalizing compensation plans for advance payments.
For residential land, authorities have largely issued land recovery notices and completed inventory work for plots with assets attached to land as well as vacant lots. Compensation and support plans are being drafted and are expected to be finalized before March 10, 2026.
Resettlement areas and cemetery relocation projects in Luong Tai, Trung Chinh, Gia Binh, Dong Cuu and Dai Lai communes are also being expedited in parallel with site clearance efforts.
Contractors have begun construction on cleared land and are working to accelerate progress. During the field inspection, delegates reviewed on-site construction and discussed remaining bottlenecks in site clearance, particularly regarding residential land and the relocation of graves and cemeteries.

He noted that local authorities’ recommendations had been acknowledged and would be addressed step by step to ensure smooth implementation.
In his remarks, the Provincial Party chief Nguyen Hong Thai commended the efforts and sense of responsibility shown by departments, agencies and local administrations, as well as the consensus and cooperation of affected residents.
He called on all relevant agencies and units to mobilize maximum efforts to ensure the project is completed on schedule to serve APEC 2027. He urged contractors to adopt a “clear land to where construction proceeds to there” approach, ensuring that work begins immediately on handed-over areas, with priority given to the VIP terminal, apron and taxiway.

Regarding detailed planning for resettlement areas, Thai emphasized the need to strictly comply with technical standards and regulations to prevent losses and ensure transparency. At the same time, authorities must safeguard the legitimate rights and interests of residents affected by the project.
“The overarching principle is to accelerate progress while maintaining transparency and fairness, ensuring the highest possible benefits for the people,” he said.
In the coming period, provincial departments, investors and local authorities are expected to continue close coordination to implement all components of the project.
Any difficulties or obstacles arising during implementation must be promptly reported to competent authorities for timely resolution, ensuring overall progress of the airport project.
