Provincial Party leader calls for removing bottlenecks to drive double-digit growth
BAC NINH – The Standing Board of the provincial Party Committee on April 9 held a working session with Party Committee secretaries and People’s Committee chairpersons of communes and wards to review first-quarter performance and outline key tasks for the second quarter.
The meeting was co-chaired by Nguyen Hong Thai, member of the Party Central Committee and Secretary of the provincial Party Committee; Nguyen Viet Oanh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council; and Pham Hoang Son, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee.

In the first quarter of 2026, Bac Ninh recorded a GRDP growth rate of 9.82%, ranking fifth nationwide. Total import-export turnover was estimated at 45.9 billion USD, including 23.16 billion USD in exports, maintaining its leading position in the country.
The investment and business environment improved significantly, with total investment attraction reaching about 5.2 billion USD. State budget revenue exceeded 30.5 trillion VND (1.56 billion USD), equivalent to 42.2% of the annual estimate.

Infrastructure development continued to receive strong attention, with approval granted for four additional industrial parks. Social infrastructure, particularly in health care, education, and culture, was further strengthened.
The province is currently implementing around 100 social housing projects, covering a total area of 300 hectares.

Socio-cultural sectors also saw positive progress. Education quality improved, as reflected in national excellent student exam results, with 174 out of 237 students winning prizes, ranking sixth nationwide.
Despite these achievements, participants at the meeting acknowledged several shortcomings. Notably, GRDP growth fell short of the target range of 12.5-13%, creating significant pressure for the remaining quarters of the year.
Addressing 134 proposals and recommendations raised by communes and wards, Chairman of the provincial People’s Committee Pham Hoang Son noted that these were practical and relevant, and local authorities must demonstrate strong determination in resolving bottlenecks, particularly in site clearance.
The province is also gathering all resources to implement the Gia Binh International Airport project and related works, he added.
In his concluding remarks, Secretary of the provincial Party Committee Nguyen Hong Thai commended the efforts of local authorities in Q1, while stressing that the workload ahead remains substantial.
He called for greater determination, flexibility, and creativity in leadership and governance.

He also suggested that localities consider establishing steering committees led by Party secretaries to strengthen implementation.
For Q2, he urged authorities at all levels and sectors to focus on key priorities, including effectively implementing the province’s 2026 Resolution under the principle of “six clear”: clear responsibilities, clear tasks, clear accountability, clear authority, clear timelines, and clear outcomes.
This, he emphasised, should serve as a benchmark for evaluating the performance of leaders.
