According to Luong Truong Son, Vice Director of Sai Gon-Bac Giang Industrial Park Joint Stock Company, the investor of Quang Chau IP, Quang Chau is the biggest IP among 8 industrial parks in the province with an area of 516 hectares. Although it is home to only 47 ongoing businesses, 42 of which are big foreign corporations like HonHai Foxconn, Luxshare, Crystal Martin, Lens, Siflex and JA Solar creating jobs for about 70,000 labourers.

Quang Chau was chosen to build the model of safe security and social order IP because it is adjacent to residential areas with numerous exits and entrances without fences which is hard to control people and means of transportation getting in and out, according to the provincial Public Security Department. Besides, the problems related to street vendor, illegal stopping and parking have not been properly controlled and handled especially in rush hours.

In coming time, many investment projects will come into operation when the number of workers from Bac Giang and other provinces is predicted to sharply increase posing high risks of complicated issues related to security and social order.

Luxshare ICT Company Limited is a large-scale company in Bac Giang. According to Hoang Dinh Long, in charge of the company security, the company has 9,000 workers in Quang Chau IP working in 2 daily shifts. The company pays special attention to security and safety.

The workers are communicated on law obedience. Leaders of the production teams will be provided further training. The dense security camera system with thousands of eyes has been placed everywhere. 

Besides, the company arranges the security forces at the gate, warehouse, asset storage and areas with many people passing. The company has firefighting team who have been provided periodical training and rehearsal in accordance with regulations while fire prevention and fighting equipment are also invested.

The parking lots for motor cycles are planned in 5 floors. Besides, there are private parking lots for electrical cycles. Workers must wear helmet when driving motor cycles; if not they are not allowed to get in to work.

In order to better security and order in Quang Chau IP, the public security force proactively grasps the situation, regularly collaborate with the provincial Industrial Zones Authority and Confederation of Labour to deal with reasonable requests of labourers, detect new issues on security and order to report to the provincial People’s Committee for timely resolution.

Investors and businesses have proactively implemented a number or self-management and self-protection measures such as equipping lighting systems, arranging checkpoints and installing supervision cameras on the key routes and areas. 

Besides, the movement “All people join hands to protect national security” has been promoted. The competent agencies have regularly met and dialogued with businesses to solve related problems and obstacles.

Building a safe security and social order IP is to raise sense of responsibility of enterprises and mobilize workers’ involvement in crime combat, according to Lieutenant Colonel, Deputy Head of Economic Security Division (the provincial Public Security Department).

Following the guidance of the Economic Security Division, Sai Gon-Bac Giang Industrial Park Joint Stock Company has collaborated with enterprises in the IP to discuss related issues. They have built draft documents and coordination regulation to ask for opinions of the competent agencies and enterprises in the IP for completion. The model “Quang Chau IP safe in security and order” is expected to launch this year.
