Viet Yen creates clean land funds, speeds up key projects
Mobilizing the participation of the whole political system
Over the past 5 years, in Bich Dong township (including merged Bich Son commune), more than 86 ha of land has been acquired for projects, involving 4.800 households.

One of the projects with fast progress was the construction of Ngo Van Canh road connecting Duc Quang residential group with the bypass road of National Highway 37, which measures 1.25 km in length. About 4 ha of agricultural land of 717 households in Duc Quang residential group had been revoked to serve the project. With the high consensus of the people, the road was completed and put into use one year ahead of schedule.
Similarly, the project of Doc De residential area in Tu street, Bich Dong township has seen its progress exceeding the plan thanks to good site clearance. The area cleared is 2.6 ha, affecting 25 households and individuals, but only one month after the investment plan was approved, in April 2020, the local authorities handed over the land to the business.
In 2020, the Center for Land Fund and Industrial Cluster Development of Viet Yen district is responsible for site clearance compensation for 9 new projects and 13 others from 2019.
To complete that workload, Vu Van Hong, Director of the center, said that specialized divisions have been assigned to take charge of each project so that officers can grasp information thoroughly, thus promptly giving answers to people's questions and coordinating with communal authorities and grassroots socio-political organizations to have appropriate approaches.
Following the process, promptly removing difficulties
With the goal of building Viet Yen district into a town by 2025, speeding up site clearance and building key projects to step by step improve socio-economic infrastructure, and promoting investment attraction are very important. The Standing Board of the district Party Committee has issued two thematic resolutions on strengthening land management and land clearance till 2020; and established a team to advocate for site clearance to implement projects.

According to Luong Ngoc Duc, head of the district Office of Natural Resources and Environment, in the period 2015 - 2020, the district converted about 100 ha of agricultural land each year to implement technical and social infrastructure development projects, and build facilities for non-agricultural production and business. In the process of implementation, the site clearance still faced various difficulties, leading to a number of delayed projects.
In order to do better the site clearance work, Nguyen Van Phuong, Standing Vice Chairman of the district People's Committee, said that Party committees and authorities at all levels must be really drastic, flexible and creative; regularly closely follow the situation at grassroots level to promptly solve arising difficulties and problems.
The implementation must strictly comply with an open and transparent process, properly and fully apply compensation, support and resettlement regimes in line with the State's regulations. Authorities should regularly urge investors to speed up the progress of their projects, avoiding cases with land acquisition but slow project implementation that cause negative public opinions.
Particularly for projects invested by enterprises, depending on each project, the district requires businesses to commit to creating jobs for local people.
Especially, it is necessary to promote the role of the Fatherland Front and socio-political organizations in persuading people of all strata and the sense of setting example among cadres and Party members in obeying the policy of land acquisition and land clearance to implement investment projects in the locality.
