The urban area's economy will grow rapidly and effectively; ensuring basic satisfaction of housing and social infrastructure needs for urban residents while unique cultural elements, cultural traditions and revolutions will be preserved and promoted, associated with the creation of a new civilized urban lifestyle.

Local resources will be managed, exploited and used effectively; the ecological environment will be protected sustainably.

Some key targets are set for 2027 such as the average growth rate of local production value (including industrial parks) reaches 17-18% per year; average income per capita in 2027 is over 100 million VND; local state revenue (excluding land use fees) increases by an average of over 15% per year, striving to ensure budget revenue and expenditure balance from 2027; the total population of the district reaches over 280,000 people; the proportion of population in inner-city areas reaches over 60%; building 10 communes and towns into wards...

Some key tasks and solutions are to build a clean and strong party organization and political system; mobilize the participation of the Fatherland Front and socio-political organizations and people of all strata; strengthen planning, planning management and investment in infrastructure development; mobilize and use investment resources for socio-economic development, urban areas to be gradually synchronized and modernized; maximize advantages to comprehensively develop all economic sectors among others.
