Many enterprises make major contributions to budget

According to the Department of Finance, total state budget revenue in the province in 2025 reached more than 76.2 trillion VND (2.9 billion USD), up 34.1% compared to the assigned estimate and up 5.1% compared to the report submitted to the provincial People’s Council.

This result reflects outstanding efforts in nurturing and effectively exploiting revenue sources. Domestic revenue continued to play the leading role, reaching nearly 62.97 trillion VND, exceeding the assigned estimate by 34.7% and accounting for more than 82.6% of total state budget revenue in the province.

An important factor behind this achievement was the contribution of newly operational firms and foreign direct investment (FDI) enterprises expanding their production and business activities.

These companies created tens of thousands of new jobs and made significant contributions to value-added tax and personal income tax revenues, helping diversify and stabilise the province’s revenue base.

Notable examples include JA Solar Vietnam Co., Ltd. and Goertek Vina Co., Ltd. In addition, the stable operation of major enterprises in the semiconductor and electronics supply chain such as Amkor Technology, New Wing Interconnect, and Lens Vietnam generated steady tax revenue, helping state budget revenue from the FDI sector reach nearly 16 trillion VND, up 19% from 2024.

State budget revenue from the non-state economic sector exceeded 10.5 trillion VND, up 59% compared to the estimate and up 34% year-on-year, with strong contributions from large domestic firms such as Dabaco Group and Bac Ninh Petroleum.

Vice Chairman of the provincial People’s Committee Ngo Tan Phuong noted that the budget revenue results demonstrate Bac Ninh’s proactive and flexible approach, its firm grasp of the situation, close alignment with practical realities, innovation in revenue collection activities, and continuous improvement of the investment and business environment.

With the motto “Bac Ninh always accompanies businesses,” provincial leaders have regularly organised dialogues to directly address difficulties related to land, electricity and water infrastructure, and administrative procedures for new projects.

Focusing on task implementation from year-beginning

According to the estimate, balanced state budget revenue in the province in 2026 is expected to reach 72.35 trillion VND, including 13.25 trillion VND from import-export activities and 59.1 trillion VND from domestic revenue.

To achieve this target, the tax and customs sectors will continue to focus on implementing strict control measures to ensure accurate, sufficient, and timely revenue collection, while gradually modernising tax administration in conjunction with administrative procedure reform.

At the same time, the province will accelerate digital transformation, deploy electronic invoices generated from cash registers, and expand electronic tax services, helping businesses save time and costs so they can focus on production and business activities.

Notably, in line with nationwide implementation, from January 1, 2026, Bac Ninh’s Tax Department will abolish the presumptive tax method and switch to the declaration-based method.

This is an important step toward transparent revenue sources and a fair business environment for all economic sectors. The department will continue communication and support efforts to encourage newly established enterprises and innovative startups, creating long-term and stable revenue sources for the future.

With the achievements recorded in 2025 and the decisive solutions to be implemented in 2026, Bac Ninh is striving to fulfill its state budget revenue targets, laying a solid foundation for the successful implementation of socio-economic development goals for the 2026-2030 period.
