The top-performing localities shared several common factors, including development strategies aligned with local conditions and comparative advantages, relatively solid industrial and service foundations, and effective implementation of institutional reforms.
Efforts to improve the investment and business environment and enhance governance efficiency also played a key role.
Leveraging internal strengths while attracting and effectively using investment capital, particularly foreign direct investment, provided a major boost to GRDP growth in these provinces.
Bac Ninh’s GRDP growth in 2025 was estimated at 10.3%, ranking fifth among the 34 localities, driven mainly by strong expansion of its key sector, including the manufacture of electronic products, computers and optical products which grew by more than 20%.
