Representing Bac Ninh province were Nguyen Hong Thai, member of the Central Committee of the Communist Party of Vietnam, Secretary of the provincial Party Committee; Nguyen Viet Oanh, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Council; Pham Hoang Son, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Committee; Mai Son, member of the Standing Board of the provincial Party Committee, Permanent Vice Chairman of the provincial People's Committee.

In his welcoming remarks, Thai emphasised that the signing of the agreement and the maintenance of close cooperation between the two provinces is a vivid testament to the "great friendship, special solidarity, comprehensive cooperation, and strategic cohesion" between Vietnam and Laos.

Building on the foundation of cooperation established in 2021, at this conference, both sides shared information on outstanding achievements in socio-economic development; reviewed the results achieved in the cooperation agreement in the past period, and proposed directions and signed a cooperation agreement for the 2026-2030 period.

On behalf of the leaders of Xaysomboun province, Phoikham Houngbounyuang expressed gratitude and appreciation for the practical and sincere support of Bac Ninh province over the years.

He stated that the locality has great potential in land, minerals, and agricultural development, hoping that Bac Ninh will continue to pay attention to supporting, assisting, and sharing experience with Xaysomboun.

He suggested that Bac Ninh businesses explore investment cooperation opportunities with Xaysomboun companies. Xaysomboun also proposed signing a cooperation agreement between the People's Council and the Military Commands of the two provinces.

Based on the potential, strengths, and proposals of both provinces, the People's Committee of Bac Ninh province and the Government Committee of Xaysomboun province agreed to sign a cooperation agreement for the 2026-2030 period, focusing on key areas such as Party and government building; training and development of cadres; support for agricultural and rural development; investment, trade, and industrial development; education and training; healthcare; culture, information, sports, and tourism; people-to-people diplomacy; and other fields.

Both sides agreed to evaluate the results of cooperation annually; promptly exchange information and resolve difficulties, ensuring that cooperation is implemented smoothly and effectively and results improve year after year.

On this occasion, four collectives and 18 individuals with outstanding achievements in implementing the cooperation agreement for 2021-2025 were awarded the certificates of merit by the Chairman of the People's Committee of Bac Ninh province.
