Accordingly, the preparation and allocation of the public investment capital plan were carried out promptly. The provincial People’s Committee completed the detailed allocation of the 2026 state budget investment plan for funding sources assigned by the Prime Minister.

At the same time, authorities instructed commune and ward-level People’s Committees to quickly allocate the assigned funds and carry out necessary procedures to extend the implementation and disbursement of the 2025 capital plan into 2026 in accordance with regulations.

According to relevant agencies, the total public investment capital plan for 2026 managed by Bac Ninh province amounts to 16.5833 trillion VND. After applying a 5% savings requirement under National Assembly Resolution No. 245/2025/QH15, the remaining capital totals more than 15.754 trillion VND (over 600 million USD) for project implementation.

Alongside the rollout of the 2026 capital plan, project investors are also actively completing disbursement for the remaining public investment capital of 2025.

As of January 31, 2026, total disbursement reached 19.05496 trillion VND, equivalent to 86.1% of the plan. Of this, disbursement of capital allocated in 2025 reached 17.86058 trillion VND, or 118.2% of the plan assigned by the Prime Minister.

The early allocation of capital plans and prompt implementation at the start of the year are expected to create favorable conditions for investors and contractors to accelerate project progress, improve the efficiency of public investment spending, and contribute to Bac Ninh’s socio-economic development in 2026.

FDI disbursement hits five-year high during first 11 months

Disbursement progress continued to accelerate, hitting a record high for the 2021–2025 period, reflecting Vietnam’s improved capacity to absorb capital and foreign enterprises' commitment to project implementation.

 

PM orders acceleration of public investment disbursement in rest of 2025

The PM commended 12 ministries and central agencies and 20 localities for above-average performance, while criticising 22 ministries, sectors and central agencies as well as 12 localities for lagging behind.

 

PM calls for higher responsibility in public investment disbursement

Prime Minister Pham Minh Chinh noted that public investment capital for this term has risen by 55% compared to the previous term. For 2025 alone, the figure totals approximately 1.11 quadrillion VND (421.38 million USD) with the Government striving for 100% disbursement to help spur growth and development.

Bac Ninh accelerates public investment disbursement to drive economic growth

BAC NINH - Bac Ninh province is pushing hard to accelerate public investment disbursement, seeing it as a key driver of economic growth. From the beginning of the year, the provincial People’s Committee instructed local authorities and project owners to remove obstacles for stalled projects, aiming to ensure timely capital allocation and avoid the year-end funding bottlenecks that have hindered past disbursement cycles.

Since the beginning of 2025, the Government and the PM have issued numerous instructions on this matter. As of the end of August, disbursement was estimated at 46.3% of the plan assigned by the Government leader, higher than the same period in 2024 (40.4%).
