Bac Ninh proposed as hub of national semiconductor industry cluster

BAC NINH - Authorities in the northern province of Bac Ninh have proposed positioning the locality as the core of a “National Semiconductor Industry Cluster” in northern Vietnam, as the government accelerates efforts to develop the country’s semiconductor sector.

The proposal was raised at the first 2026 meeting of the National Steering Committee for Semiconductor Industry Development held on March 10. The meeting was chaired by Deputy Prime Minister Nguyen Chi Dung, head of the Steering Committee, from the central government’s main venue.

At the Bac Ninh venue, Nguyen Van Dung, Director of the provincial Department of Science and Technology and Standing Deputy Head of the provincial Steering Committee, presided over discussions with representatives from local departments and agencies.

Participants from ministries, localities, technology enterprises and educational institutions exchanged views on opportunities and challenges facing Vietnam’s semiconductor industry and proposed policy directions to support its development.

Speaking from the Bac Ninh venue, Nguyen Van Dung said the province, thanks to its favourable geo-economic location and role as one of Vietnam’s major industrial centres, clearly recognises the potential to participate in the semiconductor value chain.

The province has therefore proactively introduced a range of policies and initiatives to support development in this field.

Bac Ninh has drawn up a plan to develop the semiconductor industry through 2030 with a vision to 2050. The province is also focusing on building a highly skilled workforce for the sector by orienting training programmes at local universities and vocational institutions toward semiconductor-related fields.

In terms of infrastructure, Bac Ninh currently has 15 industrial parks that have been planned but have yet to select investors. The province also plans to add 22 new industrial parks by 2030, creating additional space to attract investment in high-tech industries, including semiconductor manufacturing.

At the same time, the province is stepping up administrative reform, applying a “green lane” mechanism to speed up procedures and strengthening international investment promotion in a bid to attract major global investors in the semiconductor sector.

To accelerate the development of the industry locally, Bac Ninh authorities proposed that the government consider designating the province as the central hub of a national semiconductor industry cluster in northern Vietnam.

The province also called for the early introduction of mechanisms to strengthen links between foreign-invested enterprises and domestic companies in order to promote technology transfer and workforce training.

Semiconductor products are manufactured at Hana Micron Vina Co., Ltd in Van Trung industrial park.

In addition, Bac Ninh suggested supplementing planning for clean energy development and studying the possibility of deploying small-scale nuclear power plants in key industrial areas to ensure stable power supply for high-tech industries.

The province also urged the Ministry of Science and Technology to enhance guidance and support for localities in evaluating technology used in investment projects, warning against the risk of outdated and environmentally harmful technologies being imported under the label of semiconductor industry investment.

Vietnam has been seeking to position itself as a new hub in the global semiconductor supply chain, with several localities, including Bac Ninh, home to many major electronics manufacturers, stepping up strategies to attract investment and develop the supporting ecosystem.
