In an interview with Bac Ninh Newspaper and Radio-Television, Pham Hoang Son, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, spoke about the opportunities, development orientations and responsibilities facing Bac Ninh as it moves toward building a green, smart and modern city with a rich cultural identity.

What new position, development space and opportunities does this milestone open up for Bac Ninh?

The National Assembly’s adoption of the resolution establishing Bac Ninh city is a particularly important milestone in the province’s development.

It is the result of the persistent efforts of generations of local leaders, officials, Party members, residents and business community to build and nurture Bac Ninh over many years.

This is not simply a change in administrative status; more importantly, it opens up a new development space, accompanied by new requirements and a new vision.

The establishment of Bac Ninh city creates favourable conditions for reorganising the development landscape, strengthening links among different areas and between urban, industrial, service and agricultural centres, while creating more integrated connections in transport and urban infrastructure and economic spaces.

The city status will also enable Bac Ninh to further strengthen its role as a growth pole of the Hanoi Capital Region and the Northern Key Economic Region, while participating more deeply in global supply and value chains.

But I believe the most important point is that we must see this new title and status not as a finish line, but as “the starting point for a new phase of development.”

As a city, Bac Ninh must operate with higher standards, enhance its competitiveness and ensure that people’s quality of life improves accordingly.

What specific measures will Bac Ninh take to build a green, smart and modern city with a strong Kinh Bac identity, while shifting decisively toward a deeper growth model driven by science, technology and innovation, with semiconductors, integrated circuits and artificial intelligence as key priorities?

In the coming period, Bac Ninh will remain steadfast in its view that “Growth must not come at the expense of quality and sustainability.”

Growth must increasingly be driven by science and technology, innovation, high-quality human resources, and more efficient use of land, energy and infrastructure.

Bac Ninh has identified semiconductors, integrated circuits, electronics, artificial intelligence and other emerging technologies as priority areas.

However, our goal is not simply to attract a number of major corporations. We must gradually build a broader industrial and innovation ecosystem.

At the same time, we will accelerate the development of digital infrastructure, digital data and platforms for smart urban governance.

The ultimate goal of transforming the growth model is to build a more productive economy with higher value added, greater resilience and higher-quality employment opportunities for the Bac Ninh people.

Which areas will Bac Ninh prioritise, and how will resources be mobilised and allocated to ensure balanced development and narrow the gap between urban areas and rural and mountainous ones?

Infrastructure will be one of the key breakthroughs in this new phase of development. However, infrastructure investment cannot be spread too thinly.

It must be focused on strategic priorities to strengthen connectivity and generate spillover effects.

First and foremost is strategic transport infrastructure linking urban centres, industrial parks, ports, airports, logistics hubs and national transport gateways.

Alongside transport infrastructure, we will develop digital infrastructure, data infrastructure, electricity and water systems, wastewater and waste treatment facilities, as well as essential social infrastructure.

Second, we will focus on improving the quality of existing urban areas while preparing the necessary conditions for some rural areas that meet the required standards to be upgraded to wards.

Third, we will allocate adequate resources to rural and mountainous areas and other disadvantaged regions.

A sustainable city must ensure balanced development across different areas, so that people living in both urban and rural communities have better access to education, health care, transport, clean water, a healthy environment and public services.

Our guiding principle is that “resources must be allocated based on effectiveness and their potential to generate spillover development,” rather than being distributed equally simply for the sake of equality.

Every investment project must answer the questions: What additional development capacity will this project create for the locality? How many people and businesses will it serve? And will it generate momentum for surrounding areas?

How will Bac Ninh reform its governance methods, build a digital government and strengthen the accountability of its officials? What specific changes can residents and businesses expect in the initial phase?

A new position cannot usher in a new phase of development if governance methods remain unchanged. Therefore, alongside infrastructure investment and economic development, Bac Ninh will place particular emphasis on governance reform.

First, the administration must make a decisive shift from a mindset of management to one of public service and development facilitation.

Every administrative process must be designed to deliver clearer and faster outcomes, greater transparency and lower costs for residents and businesses.

Bac Ninh will continue to emphasise the accountability of those in charge. An effective apparatus should not be judged simply by the number of documents it issues, but by the results it delivers and the level of satisfaction among residents and businesses.

Bac Ninh will continue to build a contingent of capable and responsible officials who dare to think and act for the common good, while strengthening discipline, order and the control of power.
