Over three million records processed through National Single Window

As of May 15, approximately 3.07 million administrative records from more than 38,400 businesses have been processed through the National Single Window (NSW) mechanism, according to the General Department of Vietnam Customs.

The NSW portal has thus far connected 198 administrative procedures from 13 ministries and sectors, said the department, which is the standing bureau of the national steering committee for NSW, ASEAN Single Window (ASW) and trade facilitation.

Regarding the ASW mechanism, Vietnam has officially exchanged information on certificates of origin (C/O) Form D with all the nine ASEAN member countries. From the date of implementation (January 1, 2018) to May 15, 2020, Vietnam sent 375,473 C/Os to ASEAN nations, while receiving 213,827 from them.

In addition to connecting the new procedures and ensuring the smooth operation of the system, the General Department of Vietnam Customs is actively finalising a dossier asking for the formation of a Government decree on connecting and sharing information between government agencies and stakeholders through the NSW in the fields of imports, exports and transit of goods.

The agency is also working to complete a master project on building and developing the information technology system to serve the NSW and ASW implementation oriented towards concentrated handling.

Another document which is being developed by the department is a decision on adjustments and supplements to the Prime Minister’s Decision No. 1254/QD-TTg dated September 26, 2018, approving an action plan for the implementation of NSW, ASW, reform of specialised inspection over imports and exports, and trade facilitation in the period 2018-2020.

Concerning the implementation of one-stop shop connection with Vietnam’s non-ASEAN partners, the Ministry of Finance is working with ministries and sectors to conduct negotiations to finalise protocols, agree on technical requirements and build a system for the exchange of customs declarations and C/O information, as well as negotiating the exchange of electronic C/O information with the Republic of Korea and electronic quarantine certificates with New Zealand.
