Promptly meeting the demand for housing and service business land
According to Le O Pich, Secretary of the district Party Committee and Chairman of the district People's Committee, since 2002, Viet Yen has recovered more than 1,000 hectares of agricultural land to build industrial parks and clusters and supporting facilities.
It defines the allocation of land for housing and service business to households whose land is reclaimed for industrial development as a focal political task to ensure people’s interests and stabilize their lives.
The district began land clearance for the construction of service areas in 2006-2007 in Quang Chau commune. In the remaining communes and townships, the work was implemented in 2010-2012, covering 10 land areas with 88.67 ha.

The district has organized draws and land lot division for 4,037 lots (or 94.8 percent); issued decisions of land allocation and handed over 3,827 lots; completed the dossiers and granted certificates of land use rights for 3,353 lots to households.
At present, only the Hoang Mai service land area with 372 lots and 8.31 hectares that need to be recovered is in the stage of site clearance compensation, in combination with the construction of the Dinh Tram - Sen Ho urban area.
Absolutely addressing existing problems
However, in fact, there are still some service land areas whose infrastructure is yet to be completed, especially electricity and clean water facilities (for example, in Quang Chau and Hoang Ninh communes).
The progress of making land allocation dossiers and issuing land use right certificates to people remains slow and prolonged. There are many cases when people raise conditions beyond those mentioned in policies and the local government cannot meet their demands.
The budget for land clearance compensation and construction of infrastructure of housing and service business areas is very large. It needs about 100 billion VND (4.34 million USD) for building synchronous technical infrastructure, electricity, water and lighting systems. This is not a small challenge to the local budget.
After hearing the opinions, Secretary of the provincial Party Committee Bui Van Hai concluded that Viet Yen district and its communes and township need to focus on addressing thoroughly and definitely the existing problems mentioned at the working session.

He asked the district to urgently stabilize the situation and people's lives. The district needs to have flexible solutions in line with the provisions of law and principles. The statistical data must be accurate and sufficient.
In the near future, housing and service business areas will have a high density of population and vehicles like urban areas, so a series of social problems may arise such as lack of schools for children, entertainment areas, sports
In order to solve these problems, the district and its communes must have long-term planning in line with the general planning of the province and the region. In the immediate future, Viet Yen should concentrate on investing in infrastructure and allocating land funds for civil works, while urgently building and promulgating regulations on construction management in the district and raising the efficiency of state management in this field right in villages, communes
