When the preparation for the elections of deputies to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 tenure entered the sprint period, the Covid-19 pandemic broke out strongly in Viet Yen district. According to Nguyen Van Phuong, Chairman of the district People’s Committee and head of the district Election Committee, all previously prepared plans, options and personnel must be changed to adapt to the epidemic's developments.

Currently, the Election Committee of Nenh township has assigned election teams and community Covid-19 monitoring teams to coordinate with owners of boarding houses to notify workers about registration for voting. It has sent officials to four concentrated quarantine areas to grasp the situation of voters who are officers on duty and people under quarantine to make a list.
In the past few days, staff of the district Home Affairs Department - the standing agency of the district Election Committee have been busy preparing the related works. In order to printing more than 70,000 copies of the lists and brief biographies of the candidates and distribute them to constituencies, the unit had to mobilize six teachers to support the mission. In addition, the district Election Committee also asked the provincial Election Committee to provide about 1,100 more ballot boxes and election seals.

The district has paid attention to taking care of the lives of people and workers living in boarding houses in the district. With the spirit of not letting anyone lack food, district leaders affirmed that the locality would accompany the people and workers. Regarding the Covid-19 cases in the Van Trung Industrial Park, the whole commune of Van Trung (7/7 villages) has been put under quarantine with nearly 20,000 people, half of which are workers staying in boarding houses.
Holding elections at households
Because Viet Yen district is implementing social quarantine according to Directive 16 of the Prime Minister, the district Election Committee decided to implement the option of organizing voting at households and concentrated quarantine facilities.
Viet Yen district has 160 polling stations, which will simultaneously open at 6am on May 23. The opening ceremony will be held briefly, with the presence of a number of voters. Immediately after that, the election teams will help all voters to vote at home, concentrated quarantine facilities and locked down areas.

At households, team members will use loudspeakers to guide voters how to exercise their right to voting while maintaining a distance of 2 m. With more than 30 households being locked down as they have positive cases, the election teams will set up secondary ballot boxes at the checkpoints and call voters according to the list to cast their ballots.
At the concentrated quarantine area No 3 at Hoang Ninh Kindergarten, Nenh township, there are seven officers and 74 residents under quarantine. Lieutenant Colonel Do Dang Khoa, deputy political commissar of the district Military Command and head of the quarantine area said: “We regularly exchange information about voter changes. The plan to hold the elections here is ready. It is expected that on the morning of May 23, the locality will set up a table for the secondary ballot box in the yard of the locked down area for voters to cast their ballots.
Following the direction of the district Election Committee, communes and townships have focused on the task of epidemic prevention and control while urgently completing election-related preparations in terms of facilities, equipment for epidemic prevention and control, and documents for the election day.
