Work on Hanoi–Lang Son expressway expansion to begin by late 2025

BAC NINH – The Ministry of Construction and the northern province of Bac Ninh have agreed to push forward plans to expand the Hanoi–Lang Son expressway, aiming to break ground by the end of 2025.

Minister of Construction Tran Hong Minh, a member of the Communist Party’s Central Committee, led a working delegation to Bac Ninh to discuss infrastructure development and remove bottlenecks in urban planning.

He was received by senior provincial leaders including Party Secretary Nguyen Van Gau, Chairman of the People’s Council Nguyen Viet Oanh and Chairman of the People’s Committee (PPC) Vuong Quoc Tuan.

Bac Ninh, located northeast of Hanoi, is seeking approval to become a centrally governed city before 2030. The province asked the minister to support its proposal to draft a master plan for Bac Ninh city through 2050, with a vision to 2075.

Local leaders also urged the ministry to accelerate evaluation of three detailed zoning plans in the southern Duong River area, which are tied to the planned Gia Binh International Airport.

The province requested that the government select Bac Ninh as a pilot locality for digitizing urban development databases.

In transport, Bac Ninh called for investment in key routes linking it with neighboring provinces, including Thai Nguyen and Lang Son, as well as upgrading National Highway 31.

It also asked the ministry to instruct the Hanoi–Bac Giang BOT company to speed up the expansion of the Hanoi–Bac Giang expressway during 2026–2030.

PPC Vice Chairmn Phan Van Thinh reported on housing projects, pledging that Bac Ninh will fully meet its 2025 social housing targets.

Following discussions, the construction minister endorsed the expansion of the Hanoi–Lang Son expressway from six to eight lanes. Bac Ninh pledged to complete land clearance for frontage roads within its territory to enable investors to begin work.

The Construction Minister praised Bac Ninh’s rapid urbanization, citing its proactive planning and transport infrastructure that have attracted investors.

He confirmed approval in principle for the Ring Road V project and instructed the province to build the section connecting National Highway 31 to Lang Son to new technical standards.

He also asked provincial authorities and investors to finalize investment proposals for the Hanoi–Lang Son project with the goal of starting construction on December 19, 2025, or earlier, ahead of the Communist Party’s national congress.

Local frontage roads should be developed as urban streets, while pedestrian underpasses may be replaced with overpasses.

The minister further urged faster progress on the Xuong Giang bridge project, also scheduled for completion by late 2025.
