The master plan, approved by Prime Minister under Decision No. 1389/QD-TTg on July 23, 2026 covers the province's entire administrative area of about 4,700 square kilometers, comprising 99 commune-level administrative units.

It sets development targets through 2050 with a long-term vision extending to 2075.

Construction Minister Tran Hong Minh hands over the decisions approving Bac Ninh's master urban development plan and recognizing the province as a Class I urban area.

The Ministry of Construction also announced that Bac Ninh had officially met the criteria for a Class I urban area under Decision No. 1315/QD-BXD issued on July 28, 2026.

Under the plan, Bac Ninh aims to become a Class I city and a centrally governed municipality before 2030.

Authorities envision the province as a major economic growth engine for northern Vietnam and the country, focusing on electronics manufacturing, semiconductor production, integrated circuits and artificial intelligence, while developing into a smart, green city that preserves the cultural identity of the Kinh Bac region.

By 2050, the province targets becoming a leading livable city in Asia and expects to accommodate a population of more than 10 million by 2075.

The urban structure will follow a multi-polar, multi-center model with three development zones: a central industrial-urban zone, a southern trade-services-logistics zone and an eastern agricultural-forestry zone.

The plan also includes four development corridors linked to the Hanoi Capital Region and six key growth clusters.

Five major rivers, including the Cau, Duong, Thuong, Luc Nam and Thai Binh, will form the backbone of the province's ecological and cultural landscape. By 2050, Bac Ninh plans to develop 12 urban areas meeting Vietnam's Class II urban standards.

Among the flagship infrastructure projects is Gia Binh International Airport, designed to meet ICAO 4F standards with a projected capacity of 30 million passengers annually by 2030, rising to 50 million by 2050.

The Ministry of Construction also announced that Bac Ninh had officially met the criteria for a Class I urban area under Decision No. 1315/QD-BXD issued on July 28. The recognition covers the province's entire territory of more than 4,700 square kilometers with a population exceeding 3.98 million.

According to the ministry, Bac Ninh satisfied 12 of the 15 criteria required for Class I urban status.

The province has recorded economic growth above the national average, ranks second nationwide in attracting foreign direct investment, maintains a balanced local budget and has built an integrated transport network with three regional and international transport hubs. Its urbanization rate has reached 61.63% along with numerous modern urban developments and landmark projects.

Speaking at the ceremony, Construction Minister Tran Hong Minh said Bac Ninh had reached an important milestone in its development and was on track to become a key economic growth hub in Vietnam.

The approval of the master plan and the Class I urban recognition provide an important legal framework for the province's next phase of development.

He urged provincial authorities to focus on implementing the master plan and delivering its key priorities.
