Bac Ninh’s master plan and general urban planning required to create breakthroughs in development space
BAC NINH- Alternate member of the Party Central Committee, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee (PPC) Vuong Quoc Tuan on August 25 chaired a conference on implementing the formulation of the master plan of Bac Ninh province for the 2021-2030 period, with a vision to 2050 and general urban planning of Bac Ninh province (after the merger).
The master plan of Bac Ninh province for the 2021–2030 period, with a vision to 2050 (after the merger), is expected to be newly formulated or adjusted following the required schedule, covering the total natural area of the province of 4,718.6 km².

The process for formulating, appraising and approving the provincial master plan consists of 5 steps: submission by the provincial People’s Committee to the Prime Minister for policy approval; selection of consultants; setting up, appraisal and approval of tasks; fund arrangement and selection of consultants; formulation, appraisal and approval of the master plan. The expected timeframe is from September 2025 to early September 2026.
The procedures for formulating, appraising, and approving the Bac Ninh general urban planning until 2050, a vision to 2075 also consist of 5 steps, similar to those of the provincial master plan.
In the discussion session, the participants mentioned some issues relating to visions of the master plans.
Vice Chairman of the provincial People’s Committee Pham Van Thinh requested the Department of Construction to select prestigious domestic consultants to ensure efficiency.
He agreed with the ideas of promoting Bac Ninh’s potentials and strengths in electronic and semiconductor industries, preserving and enhancing cultural values and historic sites and development of high-tech agriculture.
Besides, he noted that every locality or nation seeking development must ensure rapid mobility; thus, the consulting unit should take account of appropriate timing for building urban railways and developing urban expressway systems.
Concluding the conference, PPC Chairman Vuong Quoc Tuan highly appreciated the sense of responsibility of related departments, agencies and consultants in preparing for formulation of the provincial master plan and general urban planning.
He added, the master plans of the 2 former Bac Ninh and Bac Giang provinces were clearly outlined in the political report submitted to the provincial Party Congress for the 2025–2030 tenure.
Especially, they were contributed by many dedicated recommendations from the Politburo and central ministries on the policy of striving to become centrally governed cities.
PPC Chairman stressed both master plans must define a strategic vision to create breakthroughs in socio-economic development, combining short-term, medium-term, and long-term perspectives.
He urged the departments and units to closely follow the province’s development strategies in parallel with the national development goals.
In addition, an objective and comprehensive study should be conducted to promptly complete the 2 planning projects with a global vision, demonstrating a clear development strategy and long-term outlook, creating breakthroughs in development space, maximizing advantages of the strategic transport infrastructure and preserving cultural identity.
