With a tradition of unity, innovation, and creativity, and a solid foundation built on the achievements of previous terms, the Party Organisation, government, armed forces, and people of the province are determined to develop Bac Ninh into a centrally governed city by 2030.

They aim to successfully realise strategic goals for the term and confidently join the nation in advancing boldly into the era of national rise.

Looking back at the 2020-2025 term, before the merger, both Bac Ninh and Bac Giang provinces faced many difficulties and challenges.

In that context, the Party organisations, governments, armed forces, and people of all ethnic groups in the two provinces promoted a tradition of unity, innovation, and creativity.

They showed determination and efforts in decisively and effectively implementing the Party’s guidelines and the 13th National Party Congress Resolution, as well as the resolutions of the Party congresses of Bac Giang and Bac Ninh for the 2020-2025 term.

As a result, they achieved remarkable and comprehensive accomplishments across various fields, with many key indicators ranking among the nation's leaders.

The Party Organisation, government, and people of Bac Ninh are filled with confidence and momentum as they enter a new phase of development - one that offers both new opportunities and challenges.

Building on the merger’s newly unlocked potential in economy, culture, society, development capacity, and enhanced regional connectivity, Bac Ninh is projected to become one of the four growth poles in the Red River Delta (along with Hanoi, Hai Phong, and Quang Ninh).

The province now has solid political foundations, a strong sense of aspiration, and trust - critical elements for a breakthrough transformation into a centrally governed city in the country’s new era of growth.

The first provincial Party Congress for the 2025-2030 term is expected to outline groundbreaking policies for a new era of acceleration, breakthroughs, and prosperous development.

The Bac Ninh provincial Party Organisation confidently sets its overarching goal for the entire term: to build a clean and strong Party and political system; ensure fast, comprehensive, and sustainable socio-economic development; maintain national defence and security; continuously improve the material and spiritual living standards and living environment for the people; and confidently join the nation in boldly advancing into a new era of national development.

The aim is to make Bac Ninh a centrally governed city by 2030 and a green, civilised city imbued with the distinctive Kinh Bac cultural identity by 2045.

In the immediate future, during the 2025-2030 period, the province aims to achieve an average annual economic growth of 11-12% (higher than the national target), per capita GRDP of 8,700-9,200 USD, and State budget revenue of 375.7 trillion VND (12.22 billion USD) for the 2026-2030 period.

The province also targets an urbanisation rate of 65%, Human Development Index (HDI) reaching 0.8, elimination of poverty by the end of 2027, and at least 50% of communes and wards free from drug issues.

To realise these goals and visions, the Party Organisation, government, and people of Bac Ninh have identified five key areas of focus.

First, it will continue to promote the building and rectification of the Party and the political system to make them clean and strong in all aspects.

Second, the province will restructure the economy, establish a growth model based on thinking and vision for the new development space.

Third, focus will be made on reviewing, adjusting, and perfecting the provincial master plan.

Fourth, Bac Ninh will strongly and comprehensively develop the cultural values ​​and people of Bac Ninh, aiming for the values ​​of "truth - goodness - beauty", imbued with the national spirit.

Fifth, it will promote the combined strength of the entire political system, build a "posture of people's heart".
