Shifting mindset from management to service: Promptly listening to public opinion

BAC NINH - Mai Son, member of the Bac Ninh provincial Party Committee’s Standing Board and Permanent Vice Chairman of the provincial People's Committee, on July 23 afternoon chaired a working session with the wards of Kinh Bac, Vu Ninh, Vo Cuong, Nam Son, and Hap Linh to comprehensively assess the socio-economic situation following the implementation of the two-tier local government model.

After the model was introduced, the wards focused on completing the legal and financial frameworks; organising citizen reception and addressing administrative procedures; effectively carrying out communication tasks; preparing for grassroots-level Party Congresses and introducing personnel for the upcoming ward-level Party Congresses.

From July 1 to 22, the Public Administrative Service Centres of the wards received and processed a total of 6,031 administrative procedure applications for citizens and businesses (Hap Linh – 553 dossiers; Kinh Bac – 2,237; Nam Son – 1,343; Vo Cuong – 1,486; and Vu Ninh – 412).

At the event, representatives from various departments and sectors discussed, contributed opinions, and clarified recommendations and proposals related to challenges, obstacles, and shortcomings in each field.

In conclusion, Mai Son appreciated the determination, efforts, creativity, and initial achievements made by the wards in implementing the two-tier local government model.

Regarding future tasks, he emphasised that the top priority for the wards must be serving the people and businesses in the best possible way. In particular, he highlighted the need to shift from a management approach to one of service—being close to the people, understanding their concerns, and listening to their feedback.

This is a pivotal period, and the wards must promote a spirit of innovation, creativity, and flexible adaptation within existing conditions, the official said, calling for continued improvements in information technology infrastructure and the proper allocation of human resources in line with their capabilities, strengths, and professional training.

He also emphasised the need to further consolidate and enhance the effectiveness of community digital technology groups by selecting competent civil servants, youth union members, and young people to directly support and guide residents in using online public services at home.

Regarding preparations for the Party Congresses for the 2025-2030 term, Mai Son reminded the wards that when drafting their documents, they must set specific, focused, and key goals, particularly those related to socio-economic development.

He expressed his confidence that with enthusiasm, responsibility, and the experience of the leadership and staff, the wards will successfully fulfill their local missions.
