Bac Ninh brings online public services to every residential area

BAC NINH- This time, competent agencies in northern province of Bac Ninh are actively instructing organisations and citizens to use online public services on dealing with administrative procedures. This is an important measure to construct digital government, contributing to effective performance of the two-tier local government.

For implementation of administrative procedures on digital environment, the provincial Department of Science and Technology configured digital process for 2,044 procedures including 896 procedures of end-to-end online public services and the others of partly online services.

All of the administrative procedures are integrated on the national public service portal.

Besides, the Department opened training courses on implementing online administrative procedures for 99 communes and wards to ensure 100 percent of the communal-level governments are proficient in the process of receiving, handling and digitalizing dossiers.

The provincial Center for Public Administrative Services serves as both the focal agency receiving administrative procedure dossiers of provincial departments and agencies and directly guides communes and wards in implementing the one-stop-shop and interconnected electronic one-stop-shop mechanisms.

After coming into stable operation, the Center has provided training to all 99 communes and wards on the process of dealing with the administrative procedures under the two-tier local government model while collaborating with related agencies to manage, run and upgrade the provincial information system for handling administrative procedures.

In addition, the Center has closely collaborated with related departments and agencies to launch the administrative procedure handling model “5 steps on digital environment” and “5 on site” to facilitate citizens and businesses.

It has received more than 30,000 dossiers since July 1, 99.6 percent of which are online dossiers. This result has been gained thanks to integrated implementation from provincial to grassroots levels.

All of the communes and wards are expected to arrange at least one place to support citizens outside office hours in 2025 with flexible supporting methods.

Particularly, voluntary officials can directly guide their neighbours and acquaintances or provide remote assistance through mobile phone, zalo or other social networks.

Bac Ninh province aims to achieve over 70 percent of the administrative procedure dossiers processed entirely online by the end of 2025 and over 100 percent by 2030.

According to the leader of the Department of Science and Technology, the provincial competent agencies and communal-level people’s committee need to continue promoting communication and providing guidance on use of end-to-end and partly online public services.

They should also enhance support for citizens in using electronic identification accounts (VNeID) on carrying out administrative procedures, maintain advisory channels via Zalo, fanpage, and digital platforms and promptly address their feedbacks and inquiries.

The goal is to gradually change their habits and encourage citizens to submit dossiers online instead of in- person submission.

For a long-term solution, the provincial competent agencies and communal-level people’s committee will establish a job position for specialized information technology staff after restructuring the public officials following the reorganisation and merger.
