Integrated planning creates new momentum for development
Bac Giang is the first locality in Vietnam approved the provincial master plan in 2021-2030 period with a vision to 2050 by the Prime Minister. Right after it was approved, the province has launched implementation of the master plan.

The provincial People’s Committee directed the districts and city to review for adjustment to the regional planning, urban planning, division planning, detailed planning for construction of urban and functional areas and rural planning conforming to the provincial master plan.
To date, 6 districts (except for Son Dong) have completed the adjusted district regional planning. Particularly, Yen Dung, Viet Yen districts and Bac Giang city are building the urban development master plan awaiting for approval by the Prime Minister.
The planning is integrated to the approved provincial master plan in 2021-2030 period, with a vision to 2050. This is a framework to make detailed plannings and related projects. For its importance, the planning making, appraising and managing have been closely supervised, thus the planning quality has been dramatically improved.
“The adjustment to the regional construction planning of Tan Yen district until 2040 was approved by the provincial People’s Committee. Accordingly, Tan Yen is defined as an advanced new-style rural district developing high-quality agricutural commodity production and fruit cultivation associated with ecological, cultural and festival tourism. The district is also potential for commercial service, urban and industrial development in the western sub-region of Bac Giang province, which plays important roles in national defense and security for Bac Giang province and the capital region”, said Nguyen Viet Toan, Chairman of the people’s committee of Tan Yen district.
The regional planning of Tan Yen district was made following the standards and criteria. Besides, the state agencies, local people and businesses have been more active and responsible in giving opinions to the planning scheme.
According to the evaluation by the provincial Department of Construction, the plannings adhere to the provincial planning standards and directives on making detailed planning of the urban and residential areas creating highlights in architectural spaces and landscapes. Some important schemes received opinions and comments by experts, scientists, the provincial Union of Science and Technology Associations and Association of Architects. Thus, quality of the planning schemes has been improved with higher feasibility.
Good planning and planning implementation help to beautify both urban and rural faces of the province to be more spacious, greener and cleaner which set a base for attracting investment projects in industrial, urban and service sectors as well as technical and social infrastructure projects making positive contribution to socio-economic development.

According to Director of the provincial Department of Construction Nguyen Viet Phong, in order to continue completing planning to create momentum for economic development, the Department has accelerated the districts and city to review the urban master plans, division and new-style rural area plannings to make schedules for timely adjustment conforming to the provincial master plan.
In line with the above measure, there are many opinions requesting the districts and city to pay attention to changing cognition and methods to make, manage and implement construction planning in the localities with a longer vision.
Besides, they need to prioritize arranging social welfare infrastructure works, join hands to handle obstacles relating construction planning and seek solutions for improving state management competence, quality and social efficiency of the local planning schemes.
