Bac Ninh seeks to enhance two-tier government efficiency, targets double-digit growth
BAC NINH – On July 9, Alternate Member of the Party Central Committee and Chairman of Bac Ninh Provincial People's Committee (PPC) Vuong Quoc Tuan chaired the province’s regular July meeting.
In July and the first seven months of 2025, provincial departments, sectors and localities completed the organisational restructuring and operated the two-tier local government model on schedule. Initial implementation has been smooth and stable.

Industrial production, total retail sales, import-export of goods and services all recorded positive growth.
Notably, since the start of the year, Bac Ninh has attracted approximately 12 billion USD in total investment capital. Of this, foreign direct investment (FDI) reached over 3 billion USD, ranking second nationwide after Hanoi. This further confirms Bac Ninh’s position as an attractive destination for investors.
Agricultural production remained stable, with farmers currently focusing on the summer-autumn crop and lychee consumption. Cultural and social activities received due attention, while political security and social order have been maintained.
However, alongside these achievements, some limitations remain. Delegates at the meeting discussed key areas in depth and proposed solutions to overcome constraints.
Nguyen Van Phuc, Head of Bac Ninh Industrial Zones Authority (IZA) said investment attraction in industrial parks continues to flourish. The IZA is researching and advising the province on approving several new industrial parks in the near future.
Concluding the meeting, PPC Chairman Vuong Quoc Tuan acknowledged and praised the strong efforts of all levels, sectors and localities. He noted positive changes in the working attitude of officials and civil servants, shifting from merely fulfilling administrative duties to a mindset of serving people and businesses, widely recognised in society.
He stressed the need to improve handling of administrative procedures via the National Public Service Portal to quickly enhance Bac Ninh’s ranking, aiming to place in the top 10 provinces nationwide in terms of synchronised online administrative processing rates.
The PPC Chairman also commended the urgent and responsible working spirit demonstrated by agencies and units from the outset of implementing tasks.
He emphasized that Bac Ninh must maintain double-digit economic growth, aiming to be among the country’s top three fastest-growing localities.
To achieve this, comprehensive support should be prioritised for the province’s business ecosystem to create a solid foundation for investment and development activities.

The Bac Ninh IZA was requested to supervise infrastructure investment progress and intensify investor attraction and inter-enterprise connectivity to effectively implement the “Four pillar resolutions”.
Site clearance progress in industrial zones and clusters must be expedited to accommodate new investment waves. Relevant departments and sectors were urged to proactively address enterprise proposals to ensure a transparent, favourable investment environment.
The entire government system is to focus on revenue collection, targeting an increase of at least 12% compared to the Government-assigned target.
Delegates at the meeting also discussed policies including the school milk programme; support for artisans; cremation services; care for revolutionary contributors; gifts for national contributors; adjustments to provincial planning; and ensuring connectivity with Gia Binh Airport.
