Bac Ninh accelerates social and rental housing projects

BAC NINH - Bac Ninh Province is stepping up the implementation of social housing and rental housing projects as it works to meet government targets for affordable housing development, provincial leaders said at a recent meeting chaired by Prime Minister Le Minh Hung.

The meeting, held in Hai Phong City on June 1, brought together leaders from Hai Phong and the provinces of Bac Ninh, Quang Ninh, Hung Yen and Ninh Binh to discuss the implementation of conclusions issued by Party General Secretary and State President To Lam on social and rental housing development.

Reporting at the meeting, Bac Ninh provincial Party Secretary Nguyen Hong Thai said the province currently has a substantial stock of rental housing, including 1,158 rooms in student housing complexes, 5,200 social housing units developed by enterprises, 3,487 worker accommodation units and nearly 14,000 privately built rental rooms.

In March 2026, Bac Ninh approved a plan assigning the provincial Development Investment Fund to perform the functions of a local housing fund.

The fund is expected to have an initial charter capital of 1 trillion VND (about 38 million USD) to be allocated over three years, including 200 billion VND in 2026.

Under the national programme to build at least one million social housing units for low-income households and industrial park workers during 2021-2030, Bac Ninh completed 31,221 units in the 2021-2025 period.

According to Government Resolution No. 07 issued on Jan. 13, 2026, the province has been assigned a target of completing 119,073 social housing units during 2026-2030, including 19,900 units in 2026 alone.

To meet this year's target, provincial authorities are accelerating construction of 16 projects with a combined capacity of 17,569 units, while urging investors to begin work on 13 additional projects as soon as possible.

For rental housing, Bac Ninh is currently developing four worker accommodation projects in industrial parks, providing a total of 5,214 units.

The province is also reviewing land designated for social housing development, preparing implementation roadmaps for specific projects and reassessing rental demand to identify land requirements for future rental housing investment.

To support the expansion of rental housing, Bac Ninh proposed that the government and relevant ministries introduce dedicated incentive mechanisms for rental housing projects.

The province also called for a pilot programme for concentrated social rental housing developments in Bac Ninh and other key localities, along with rental subsidies for households.
