Bac Ninh delegation explores elderly care and nursing model in Japan
BAC NINH – Continuing their working trip to Japan, a delegation from Bac Ninh province led by Nguyen Hong Thai, member of the Party Central Committee and Secretary of the provincial Party Committee, visited and worked with Itami Yuai Hospital under Seishokai Medical Corporation in Itami city on the morning of April 27.
At the meeting, a representative of Seishokai Medical Group provided an overview of their comprehensive healthcare ecosystem model, highlighting nursing care and elderly services as key components.

Established in 1981, Seishokai has positioned itself as a community-oriented medical group, focusing not only on treatment but also on long-term support for patients, especially the elderly.
The group currently operates one hospital and five specialised dialysis clinics, serving around 700 patients with more than 300 treatments daily. This is the largest model of its kind in Hyogo prefecture.

Building on this foundation, Seishokai has developed a synchronous system of elderly care services, including rehabilitation centres, assisted living housing, and home-based nursing care through regular check-ups and multifunctional care services.
This model enables elderly individuals, including those with chronic conditions such as kidney failure, to receive care within the community or at home, thereby reducing hospital pressure while improving quality of life.

As part of the programme, the delegation visited Itami Yuai Hospital and the Rinnekan nursing home to learn about operational processes, care space organisation, and the coordination between medical treatment and nursing services.
In practice, Seishokai’s system does not separate hospital care from long-term care but instead creates a continuum of integrated, patient-centred services.

Speaking at the meeting, Matsumoto Akihide, Chairman of Seishokai Medical Group, stated that the group aims to build a comprehensive care system combining specialised treatment with long-term elderly care, while expanding home-based services to meet the growing demands of an aging society.
Thai highly appreciated Japan’s comprehensive healthcare model, particularly its proactive approach to population aging. He noted that these experiences are highly valuable for Bac Ninh in shaping its future healthcare and social welfare systems.

He also expressed a desire for both sides to strengthen cooperation in medical workforce training, technology transfer, and exploring the development of elderly care and home-based care models suitable to local conditions.
Seishokai Medical Group has already supported professional training for Anh Quat General Hospital in Bac Ninh province in the field of dialysis. This is considered an important foundation for further expanding cooperation, not only in treatment but also in the development of long-term healthcare services.
