Bac Ninh focuses on land clearance for key transport projects
BAC NINH - On November 10, Vuong Quoc Tuan, alternate member of the Party Central Committee and Chairman of the Bac Ninh People’s Committee (PPC) inspected the progress of several key provincial road projects, including routes 287, 295C and 285B.
The project to upgrade provincial road 287, stretching more than 6.4 km from Yen Phong commune to Dong Nguyen ward, is executed by Bac Ninh’s Transport and Agriculture Project Management Board No.2. The road has a planned width of over 12 meters. However, land clearance remains a major bottleneck, compounded by soaring material prices.

After inspecting the site, PPC Chairman Tuan stressed that the 287 road project is behind schedule due to weak coordination between the investor and local authorities.
He ordered Yen Phong commune to promptly resolve all remaining obstacles and hand over the entire site by November 25, 2025. He said this would be a key criterion in evaluating the commune’s year-end performance.
Regarding the issue of rising material and land prices, he instructed the Departments of Finance, Construction, Agriculture, and Natural Resources and Environment to review and agree on a new reference price for the project area, and if necessary, to issue updated material price lists to facilitate project implementation.

The provincial roads 295C and 285B projects, connecting Kinh Bac ward with industrial parks and the new National Highway 3, along with route 277B linking to Ha Bac 2 Bridge and Belt Road 4, are managed by Bac Ninh’s Civil and Urban Development Project Management Board No.2.
With a total investment of nearly 1.5 trillion VND (65.3 million USD) and a combined length of 18.4 km, the projects have completed consultancy packages and two of five construction contracts.
As of October 30, 2025, more than 195 billion VND had been disbursed, accounting for 47.7% of the year’s public investment plan.
However, site clearance remains problem in Kinh Bac ward and Tam Giang and Yen Phong communes. Some households in Xuan Vien resettlement area are still waiting for relocation arrangements.
The provincial leader directed the investor and contractors to mobilize more manpower and equipment to speed up construction in cleared sections and to coordinate with Kinh Bac ward to persuade residents in the resettlement area to vacate land promptly.
He also instructed the Kinh Bac Land Fund Development Center to accelerate infrastructure works, particularly roads, power, and water systems in Xuan Vien resettlement area so residents can build homes and stabilize their lives.

For road 285B, the PPC Chairman urged the investor to boost construction, promptly finalize completed work volumes for payment, and coordinate with Yen Phong and Tam Giang communes to complete land clearance and open the route.
Issues involving land area adjustments and five households’ petitions in Tam Giang must be fully resolved by the end of November. Authorities are also required to rebuild irrigation channels to serve local farmland and maximize compensation within state regulations for any self-converted plots.
Local authorities and investors are tasked with clearing land and building a resettlement area for 62 households near the road junction. If all legal compensation policies are exhausted and households still refuse to hand over land, enforcement measures will be applied to ensure project progress.
