Bac Ninh provincial leader works with China’s Su Shang Construction Group
BAC NINH - Bac Ninh provincial authorities held talks on April 22 with China’s Su Shang Construction Group to explore potential cooperation in infrastructure development projects.
Pham Hoang Son, Deputy Secretary of the Bac Ninh provincial Party Committee and Chairman of the People’s Committee (PPC), met with a delegation led by Yan Jiehe, the group’s founder, during a working session focused on investment opportunities in the Northern province.

Su Shang Construction Group, which operates in infrastructure investment, construction and management, is ranked among the world’s top 500 enterprises. The group has held several meetings with Bac Ninh in recent years to discuss infrastructure investment.
On March 10, 2026, the provincial Department of Construction signed a memorandum of understanding with the company.

At the meeting, the two sides exchanged information on transport and urban technical infrastructure planning, as well as the province’s approved master urban plan.
They also discussed a number of key projects, including Ha Bac No. 1 bridge across the Cau River and its connecting road to the DT295C - Lac Long Quan junction; Kim Chan bridge and its approach road linking DT398 and DT285B; a section of provincial road 285B from National Highway 1A to Binh Than bridge on National Highway 17; an overpass on the Hanoi – Lang Son expressway at Km127+500; and a connecting road between Quang Chau Industrial Park and provincial road 298B.

Drawing on its experience implementing projects in Vietnam and internationally, Yan shared recommendations on developing a transport network suited to Bac Ninh’s conditions and growth needs.
He highlighted the importance of synchronised planning across expressways, local roads, railways and other transport modes, as well as appropriate project models that ensure the state’s leading role.

The group said it is ready to contribute resources, expertise and investment capital to support Bac Ninh’s infrastructure development.
The provincial leader welcomed the group’s input, saying the recommendations reflected a strong understanding of the province’s realities and development direction, and would help guide efforts to build a modern and integrated infrastructure system.
He said Bac Ninh aims to become a centrally governed city, but faces challenges in developing a synchronised and modern infrastructure system amid limited investment resources.
The province is therefore pursuing multiple investment models, including mobilising private sector funding, while working to improve mechanisms and remove legal bottlenecks to ensure project feasibility and efficiency.
The PPC Chairman also outlined plans for Gia Binh airport and its transport links, and called on the group to continue providing advice and support, including upgrading existing railway lines and developing inland waterway transport by improving bridge clearance to facilitate navigation on the Thuong, Duong, Luc Nam and Thai Binh rivers.

The province is also seeking to accelerate regional and international connectivity projects, including a high-speed railway linking China and Vietnam that would pass through Bac Ninh.
The provincial leader urged the group to coordinate closely with the Department of Construction to further study and propose technical solutions for infrastructure projects.
For projects already included in public investment plans, he assigned the Department of Finance to guide the company on international bidding procedures in line with legal regulations, ensuring transparency and efficiency.
