Deputy PM orders removal of bottlenecks in Bac Ninh projects
BAC NINH - The Permanent Deputy Prime Minister Nguyen Hoa Binh on December 25 chaired a working session with Bac Ninh province to address difficulties and obstacles facing stalled projects in the northern locality.
The Permanent Deputy PM, Politburo member and head of the national steering committee tasked with resolving problems in delayed and backlogged projects, led a government delegation that included representatives from ministries, sectors and central agencies. Leaders of Bac Ninh province and provincial departments also attended the meeting.

A report by the Bac Ninh People’s Committee said the province currently has 187 projects facing difficulties, including 99 public investment projects, one project funded by official development assistance (ODA), 51 build-transfer (BT) projects, 23 urban and commercial service projects outside industrial parks and 13 production and business projects located within industrial zones.
Key obstacles include land clearance issues, legal regulations, the capacity of contractors and investors together with fluctuations in construction material prices, which have caused delays in project implementation.

Based on the current status of the projects and proposals from investors, the Bac Ninh People’s Committee submitted several recommendations to the Prime Minister.
To accelerate BT project payments, complete reciprocal projects for handover and ensure investors’ legitimate interests, the province proposed that the government allow Bac Ninh to allocate the remaining residential land area of reciprocal projects to settle BT contracts, with payments conducted on the principle of offsetting value differences as requested by investors.
The province said all project-related difficulties and obstacles have been fully updated on the national Steering Committee 751 information system in line with instructions from the committee and relevant ministries.
During the meeting, leaders of central ministries discussed and clarified issues related to land allocation for BT project payments, production and business investment projects as well as commercial, service and housing developments. They urged Bac Ninh to continue reviewing outstanding issues to identify optimal solutions.
Concluding the session, Deputy PM Nguyen Hoa Binh welcomed Bac Ninh’s recent socio-economic development achievements. He stressed that the province needs to mobilise all available resources, including those from investment projects, to achieve its target of double-digit economic growth.

He acknowledged Bac Ninh’s efforts in comprehensively reviewing and compiling project-related bottlenecks, and called on the province to regularly update information and reports on the central government’s 751 system.
On behalf of provincial leaders, Bac Ninh Party Secretary Nguyen Hong Thai thanked Deputy PM Nguyen Hoa Binh and the government delegation for their attention to resolving project-related difficulties in the province.
He said the outcomes of the meeting would provide an important basis and direction for Bac Ninh to speed up the settlement of outstanding issues.
