Bac Ninh accelerates Gia Binh international airport project to boost regional growth

BAC NINH – Bac Ninh province is stepping up efforts to accelerate the construction of Gia Binh International Airport and its connecting infrastructure, aiming to transform the northern province into a modern aviation and economic hub.

The Chairman of the provincial People’s Committee (PPC) Vuong Quoc Tuan emphasised that the airport project is not merely a transport development but a “highly significant political task for the entire political system”.

Bac Ninh authorities are mobilising all resources to expedite preparations, hoping to realise the dream of a major international aviation centre that will usher in a new era of growth for the province and the northern key economic region.

Special mechanisms proposed

Planned for Gia Binh commune, the airport will cover over 1,960 hectares with two runways capable of handling the world’s largest aircraft. Designed with a capacity of 30 million passengers and 1.6 million tonnes of cargo per year by 2030, increasing to 50 million passengers and 2.5 million tonnes by 2050, Gia Binh is expected to ease congestion at Noi Bai International Airport and strengthen northern Vietnam’s air transport capacity.

The airport will integrate with urban railways, expressways, and national highways linking Bac Ninh to Hanoi and neighbouring provinces. Officials say the project will drive economic growth, attract investment, promote trade, services, and tourism, and create new growth poles within the capital region.

“The airport and connecting infrastructure are prioritised as ‘green lane’ projects, meaning they receive maximum procedural and resource mobilisation support,” the PPC Chairman said.

He stressed that land clearance is the top priority, as it determines the overall project timeline. Provincial agencies have been instructed to assign responsibilities down to individuals, with daily progress monitoring and transparent compensation to ensure legitimate rights of affected residents.

To fast-track implementation, Bac Ninh has submitted proposals to the Prime Minister and Politburo seeking special mechanisms to remove administrative bottlenecks, optimise time and resources, and ensure the “lightning-fast” progress directed by the Prime Minister. The province aims to break ground on the project by August 19, 2025.

The Department of Construction is urgently finalising the draft adjusted master plan for Bac Ninh for 2021-2030, with a vision to 2050. Director Nguyen Viet Hung said the adjustment goes beyond allocating land for the airport, outlining an integrated development vision to reshape Bac Ninh’s spatial layout with a synchronised transport system as a key highlight.

Planned additions include highways, urban rail, and high-speed rail lines connecting Gia Binh Airport to Hanoi and Hai Phong. These routes are expected to become the shortest, most modern, and aesthetically pleasing transport links, enhancing inter-provincial connectivity. Existing provincial and national roads will also be expanded to form a modern closed ring-road network.

The draft plan proposes integrating urban, industrial, and service functions around the airport, alongside facilities such as golf courses, inland ports, logistics centres, and free trade zones to create a dynamic economic ecosystem. Criteria for first-tier city status are also being reviewed to upgrade communes to wards and accelerate urbanisation.

Successful implementation will require strong consensus and cooperation from local authorities and residents. Land clearance is considered the “backbone” of the project, necessitating tight coordination and transparency. Localities with land to be acquired have already set up steering committees to oversee the work.

In Gia Binh commune, a 15-member steering committee led by the commune Party Secretary has been established to oversee the airport, connecting roads, and related resettlement projects.

On July 11 and 14, the commune held public meetings to inform Party members and residents in Thu Phap village about the projects’ significance, the state’s land acquisition, compensation, and support policies to ensure smooth implementation.

“Encouragingly, residents have expressed strong support for the state’s plans and hope the project will start soon,” said Luong Trung Hau, Chairman of Gia Binh Commune People’s Committee and standing deputy head of the local steering committee. “This reflects the effectiveness of communication and mobilisation efforts, building trust and consensus within the community.”

With strong leadership from provincial authorities, proactive coordination by departments, and widespread community support, preparations for Gia Binh International Airport and related urban infrastructure are progressing rapidly.

Officials expect the airport to soon become a major landmark on Vietnam’s aviation map, serving as a powerful driver for Bac Ninh’s ambitions to rise to new heights in an era of deepening global integration.

The Gia Binh International Airport project is part of Bac Ninh’s broader strategic plan to develop high-tech industries and logistics, leveraging its prime location near Hanoi.

Once operational, it is expected to boost the province’s competitiveness, enhance regional connectivity, and create thousands of jobs in construction, operations, services, and related industries.

The province has pledged to maintain transparency and efficiency in land clearance, resettlement, and compensation, minimising disruption to local communities while ensuring timely project delivery.

The project’s groundbreaking ceremony is targeted for Vietnam’s National Day anniversary in August next year, symbolising Bac Ninh’s determination to position itself as a new growth engine in northern Vietnam.
